GİRİŞİMCİLİK ve GİRİŞİMCİ KAMU YÖNETİMİ

Abstract

1970’li yıllarda ekonominin krize girmesiyle beraber arz temelli iktisadî uygulamalarla neoliberal anlayışa geçilmiş, devlet parçacıl hale gelmiş, kamu yönetiminde etkinlik ve verimliliği artırmak için piyasa ekonomisi uygulamaları yeni kamu yönetimi anlayışı çerçevesinde kamu yönetiminde uygulanmaya başlanmıştır. Yeni kamu işletmeciliği anlayışının uygulanabilmesi için gerekli önemli kavramlardan birisi de girişimcilik kavramıdır. Ekonomik alanda modernleşmeyi sağlayan temel figür girişimcidir ve girişimcilik ekonomik sistemin merkezî kavramlarından birisidir. Kavramın kamu yönetimi alanına aktarılması toplam kalite yönetimi ve yeni kamu işletmeciliği anlayışlarının uygulanabilmesi için belirleyici bir etki oluşturacak, kamu yönetiminin etkinliğini, verimliliğini artıracak ve kamu kurum ve kuruluşlarının piyasaya intibakını hızlandıracaktır. Bu nedenle girişimcilik kavramının mahiyetinin ve kamu yönetiminde girişimcilik uygulamalarının anlaşılması neoliberal dönemde devletin yapısının ve işleyişinin anlaşılmasını kolaylaştıracaktır.
