Çin Devletinin Uygur Türklerine Yönelik Bölgesel Milliyet Özerklik Söylemi

Abstract

Bu çalışma, Çin Halk Cumhuriyeti’nin Uygur Türklerine yönelik bölgesel milliyet özerklik söylemini incelemeyi hedeflemektedir. Çin hükümeti, resmi söylemlerinde sıkça Uygur Türklerinin özerkliğini desteklediğini belirtse de, bu iddianın uygulamada ne kadar geçerli olduğu ciddi bir incelemeyi gerektirmektedir. Bu makalede, bölgesel milliyet özerklik kavramının tarihsel ve teorik temelleri ele alınacak, Çin’in Uygur Türklerine yönelik politika ve uygulamaları detaylı olarak incelenecektir. Ayrıca, resmi söylem ile uygulama arasındaki uyumsuzluklar ve çelişkiler ortaya konarak, Çin devletinin bölgesel milliyet özerklik anlayışının gerçekte ne olduğu gözler önüne serilecektir. Çalışmanın ilk bölümünde, bölgesel milliyet özerklik kavramının teorik çerçevesi ve tarihsel gelişimi üzerinde durulacaktır. Bu çerçevede, Çin Halk Cumhuriyeti’nin kuruluşundan itibaren etnik milliyetler politikasının evrimi ve özerklik ilkelerinin resmi belgeler ve yasal düzenlemeler ışığında nasıl şekillendiği incelenecektir. Ardından, Çin’in resmi kaynaklarını temel alarak, Çin hükümetinin milliyet özerklik söylemi kapsamında Uygur Türklerine yönelik politikaları detaylandırılacaktır. Sonraki bölümde, Çin hükümetinin uygulamaları bilimsel raporlar, gözlemler ve uluslararası medya kuruluşlarının edindiği bilgiler ışığında incelenecek ve bu söylemlerin sahadaki gerçeklerle nasıl çeliştiği ortaya konulacaktır. Çin hükümetinin uluslararası arenada özerklik iddialarını nasıl savunduğu ve bu iddiaların gerçekte ne kadar geçerli olduğu tartışılacaktır. Örneğin, Çin’in Doğu Türkistan’daki kültürel, sosyal ve ekonomi uygulamalarının özerklik ilkesine hizmet edip etmediği veya bunların asimilasyon politikalarının bir parçası olup olmadığı sorgulanacaktır.

The Chinese State's Regional Nationality Autonomy Discourse towards Uyghur Turks

Abstract

This study aims to examine the People’s Republic of China’s regional national autonomy discourse towards Uyghur Turks. Although the Chinese government frequently states in its official discourse that it supports the autonomy of Uyghur Turks, the validity of this claim in practice requires serious scrutiny. In this article, the historical and theoretical foundations of the concept of regional nationality autonomy will be discussed, and China’s policies and practices towards Uyghur Turks will be examined in detail. In addition, the inconsistencies and contradictions between the official discourse and practice will be revealed and the Chinese state’s understanding of regional nationality autonomy will be revealed. In the first part of the study, the theoretical framework and historical development of the concept of regional nationality autonomy will be emphasized. In this framework, the evolution of the ethnic nationalities policy starting from the founding of the People’s Republic of China and how the principles of autonomy have been shaped in the light of official documents and legal regulations will be examined. Then, based on China’s official sources, the Chinese government’s policies towards Uyghur Turks within the scope of national autonomy discourse will be detailed. In the next section, the Chinese government’s practices will be examined in the light of scientific reports, observations and information obtained by international media organizations, and it will be revealed how these discourses contradict the realities on the ground. The ways of Chinese government defends its autonomy claims in the international arena and the validity of these claims will be discussed. Within the stuıdy, issues such as, whether China’s cultural, social and economic practices in East Turkestan serve the principle of autonomy or not and whether they are part of assimilation policies or not, will be questioned.
