Transition to Parliamentary System in Kyrgyzstan: A General Assessment

Abstract

This study aims to assess whether the transition to a parliamentary system in Kyrgyzstan will contribute to the democratization of the country. As such, rather than describing the developments that took place in the country between 1991 and 2010, it looks at the impact of these developments in terms of democ- ratization in Kyrgyzstan. In the first part, general characteristics of parliamentary systems are described together with the advantages and disadvantages of these systems. In the second part, the parliamentary system established with the 2010 Constitution in Kyrgyzstan is evaluated within the framework of the general historical, cultural and economic conditions of the country as well as how they can have an impact on the functioning of this model. The conclusion offers a ge- neral assessment within the context of the main focus of the article

Kırgızistan da Parlamenter Sisteme Geçiş : Genel Bir Değerlendirme

Abstract

Bu çalışma Kırgızistan’da parlamenter sisteme geçişin ülkenin demokratikleşme- sine katkısı olup olmayacağını değerlendirmeyi amaçlamaktadır. Bu bağlamda, 1991-2010 arası dönemde yaşanan gelişmelerin betimlenmesinden çok bu geliş- melerin ülkenin demokratikleşmesi yönündeki etkileri incelenmektedir. İlk kı- sımda parlamenter sistemlerin genel özellikleri ve bu sistemlere özgü avantaj ve dezavantajlar anlatılmaktadır. İkinci kısımda 2010 anayasası ile çerçevesi çizilen parlamenter sistem, Kırgızistan’ın kendine özgü koşulları içerisinde ele alınmakta ve tarihsel, kültürel ve ekonomik etkenlerin bu sistemin sorunsuz bir biçimde iş- lemesine olumlu ve olumsuz yönde etki edebilecek yönleri incelenmektedir. So- nuç kısmında ise makalenin temel odak noktası doğrultusunda genel bir değer- lendirme sunulmaktadır
