Strategic Environmental Assessment (SEA) Regulations Contribution to Turkey's Environment Policy

Abstract

Sustainable development is a concept that includes social, economic, environmental, spatial and cultural dimensions. The objective of sustainable development can be achieved by developing policies in line with social and economic policies. Strategic Environmental Assessment (SEA) is one of the most important environmental protection tools that serve the sustainable development model and has been used for the last 30 years in the international literature. Strategic environmental assessment aims to prevent environmental pollution from occurring and environmentally sensitive development for a sustainable future. The SEA provides the integration of environmental elements into policies, plans and programs that form a framework for activities. While determining the development strategies and objectives with the SEA, the environmental aspects and environmental objectives of these strategies are determined, and the integration of the planning and evaluation process is ensured and the problems can be solved without any problems. SEA, to enhance the effectiveness by supporting the Environmental Impact Assessment process and planning stages of the project phases to provide a holistic environmental assessment done. A number of studies have been carried out under the SEA Directive to harmonize the European Union in Turkey. The SEA Regulation prepared as a result of the studies has been published in the Official Gazette on April 8, 2017 and entered into force. With this regulation; the implementation of Strategic Environmental Assessment for the programs on waste management, fishery, energy, coastal management, spatial planning, forestry, industry, water management, agriculture, telecommunications, tourism and transportation, which form a framework for projects in the Annex-1 and Annex-2 lists of the Environmental Impact Assessment Regulation, are envisaged as well as the transition to implementation for each of these different sectors. In this study; The development of the concept of Strategic Environmental Assessment in the World and Turkey, in this context, Turkey carried out so far and the SEA Directive's scope of work was discussed. Turkey's contribution to the sustainable development of the upper level will be used to ensure the protection of the environment is an important addition to the existing legislation will contribute to improved cooperation between public institutions and the importance of the SEA implementation were discussed.

Stratejik Çevresel Değerlendirme (SÇD) Yönetmeliği’nin Türkiye’nin Çevre Politikasına Katkısı

Abstract

Sürdürülebilir kalkınma, sosyal, ekonomik, çevresel, mekânsal ve kültürel boyutları içeren bir kavramdır. Stratejik Çevresel Değerlendirme (SÇD), sürdürülebilir kalkınma modeline hizmet eden en önemli çevre koruma araçlarındandır ve uluslararası yazında son 30 yıldır kullanılmaktadır. SÇD, faaliyetlere çerçeve oluşturan politika, plan ve programlara çevresel unsurların entegre edilmesini sağlamaktadır. Türkiye’de Avrupa Birliği SÇD Direktifi’nin uyumlaştırılması kapsamında bir dizi çalışma yürütülmüştür. Yapılan çalışmalar neticesinde hazırlanan SÇD Yönetmeliği 8 Nisan 2017 tarihinde Resmi Gazete’de yayımlanarak yürürlüğe girmiştir. Bu çalışmada; dünyada ve Türkiye’de Stratejik Çevresel Değerlendirme kavramının gelişimi, bu kapsamda Türkiye’de bugüne kadar yürütülen çalışmalar ve SÇD Yönetmeliği’nin kapsamı irdelenmiş, SÇD uygulamalarının Türkiye’nin sürdürülebilir gelişimine katkısı ve önemi tartışılmıştır.
