with loss of life and material. Because of this destruction, the need to develop strategies for coping with disasters has arisen both in our country and in the world. These strategies make up “disaster management” that includes measures such as preparedness and response to reduce the impact of disasters and emergencies. Within disaster management, “Emergency Shelter Areas” are established in cities by local administrations to prevent victims from being affected financially and morally from disasters. Emergency Shelter Areas is areas that contain many criteria, and local governments determine these areas. However, in studies conducted by academic platforms and other organizations, that a guiding model was not defined in the decision-making process for emergency shelter areas decides-making processes difficult at the stage of determining emergency shelter areas. In this study, it is determined by the main criteria that should be taken into consideration in eliminating such deficiencies that are seen and needed in the literature and to create a model for the evaluation of these criteria. For the purpose, the Analytical Hierarchy Process (AHP) method, which is one of the Multi-Criteria Decision Making (MCDM) method, was used, which allows the evaluation of many independent features together, as in the characteristics of emergency shelter areas. While creating the hierarchy, three main criteria and 10 sub-criteria based on these criteria were formed using the studies within disaster management and expert opinions in the literature review. The weights of these criteria were calculated using the AHP method. The “Field Properties Criteria” is the highest weighted criteria with a criterion weight of 0.453. The lowest weighted criteria were determined to be “Geological Characteristic Criteria” with a criterion weight of 0.225. In the evaluation of the sub-criteria based on the main criteria, it was concluded that the criteria with the highest weight were “Area Size” with a criterion weight of 0.363, and the criteria with the lowest weight were the “Elevation Zone” criteria with a criterion weight of 0.008. Based on this result, some observed that the area features in the emergency shelter areas are more important than geological properties. As a result, within the study, it is created a document like a guideline that will help both local and central administrations within disaster management to determine and test emergency shelter areas, the decision-making model established on emergency shelter areas by using the MCDM method.
