Twitter ve Belediyeler: Ankara ve İstanbul Büyükşehir Belediyelerinin Belediyecilik Yaklaşımları

Abstract

Politikacılar siyasi gündemlerini aktarmak, kitlelerini mobilize etmek, verdikleri hizmetleri duyurmak veya takipçilerinden geri bildirim almak için popüler sosyal medya platformlarını kullanmaktadır. Bu araştırma, Ankara ve İstanbul Belediye Başkanları Mansur Yavaş ve Ekrem İmamoğlu’nun Twitter’daki (yeni adıyla X) paylaşımları çerçevesinde belediyecilik modellerini hangi temel konular ve ilkeler üzerine inşa ettiklerini tespit etmeyi hedeflemektedir. Araştırmada belediye başkanlarının Aralık 2021 ve Nisan 2023 tarihleri arasında paylaştıkları toplam 4657 tweet, konu modelleme yöntemiyle analiz edilmiştir. Ayrıca GPT4 kullanılarak konu başlıkları belirlenmiştir. Sonuçlar, iki belediye başkanının 17 konuda içerik ürettiğini ve 12 konunun doğrudan kent politikalarıyla ilgili olduğunu göstermiştir. Konular Türkiye’nin toplumcu belediyecilik deneyiminden miras kalan ilkeler ve yeni dinamikler çerçevesinde değerlendirilmiş ve 4 belediyecilik yaklaşımı çerçevesinde tartışılmıştır: dayanışmacı belediye, birlikçi-bütünlükçü ve demokratik belediye, proaktif belediye, üretici ve tüketimi düzenleyici belediye. Bu yaklaşımların ne derece başarıyla uygulandığı konusu araştırmaya ve tartışmaya açıktır. Platformun kullanıcılarının belirlenen yaklaşımlar hakkındaki tutumlarını belirlemek amacıyla ise 17 konu kapsamındaki tweet’lere verdikleri yanıt, retweet ve beğeni sayıları çerçevesinde etkileşim metrikleri oluşturulmuştur. Özellikle beğeni ve retweet trendleri, ekonomik kriz ve afetler karşısında kamuoyunda en fazla dayanışmacı belediye ile proaktif belediye yaklaşımlarının onaylandığını gösterirken, yanıt trendleri demokratik katılım ve sürdürülebilir kentsel gelişme konusundaki duyarlılık çerçevesinde birlikçi ve bütünlükçü belediye ile üretici ve tüketimi düzenleyici belediye yaklaşımının gündem olduğunu göstermektedir.
