Abstract

 For many years, countries have been a stage for several problems because of wasteful manners and excessive harms of human beings. As a matter of fact the problems of resi-dence vvhich have been disturbing the underdcveloped countries come first among the others which are energy, petrolium, unemployment, food, inflation, demographic in-habitatıon, fast birth rate.

In reducing the problems of inhabitation; intemational knovvledge transfer, renouncing and encouraging precau-tions, reorganization, improving the effect of public admi-nistration, juridical prccaution are only a few links of neces-sary precaution chain in solving the problems of residen-ce and in taking çare of it.
