TÜRK-ERMENİ İLİŞKİLERİ VE THINK-TANK ETKİSİ: DÜŞÜNCE KURULUŞU RAPORLARINDA TÜRK-ERMENİ İLİŞKİLERİ ALGISI

Öz

Türk-Ermeni ilişkileri konusunda son yıllarda uluslararası alanda artanilgi, konu hakkında yayımlanan raporlar ve makalelerin sayısı ve niteliğindegörülebilmektedir. Özellikle 2008 yılı Eylül ayında Cumhurbaşkanı AbdullahGül’ün Erivan’a yaptığı ziyaretin ardından gündeme gelen Türk-Ermeniyakınlaşması süreci, uluslararası alanda önemli derecede yankı bulmuştur.Türkiye ve Ermenistan arasında ilişkilerin normalleştirilmesi sürecinde yapılangörüşmeler birçok farklı alanda yürütülmektedir. Protokollerin Türk ve Ermeniyetkililerce imzalanması ise sürecin devamı açısından kritik önem teşkiletmektedir. Önümüzdeki süreçte uluslararası alandaki aktörlerin Türk-Ermeniilişkilerine dair tavırlarını belirlerken göz önüne alacakları parametrelerinneler olabileceğini tanımlamaya çalışmak bir gereklilik haline gelmiştir. Buaraştırmada 2007 yılından bu yana uluslararası alanda Türk-Ermeni ilişkileri,Türk dış politikası, Türk-AB ve Türk-Atlantik ilişkilerinde Ermenistankonularında yayımlanmış raporlar ve makaleler incelenmiştir. Bu rapor vemakalelerde uluslararası toplum tarafından Türk-Ermeni ilişkileri konusundaönerilen politika seçenekleri ve muhtemel gelişmeler dikkate alınmış, temel bazısorulara yanıt aranmıştır

TURKISH-ARMENIAN RELATIONS: “THE THINK-TANK EFFECT"

Öz

The increase in the interest on Turkish-Armenian relations withinthe international realm can be seen through the numbers and properties ofpublished articles and reports on this subject. Especially, the TurkishArmenian rapprochement process being brought forward following PresidentAbdullah Gül’s visit to Yerevan in September 2008, has drawn seriousattention within the international sphere. The negotiations held for thenormalization of Turkey-Armenia relations has been conducted in manydifferent areas. The protocols being signed by Turkish and Armenianauthorities carries crucial importance for the continuing of this process. While the international actors are determining their attitudes regarding the TurkishArmenian
relations, attempting to identify what the parameters might be that they
must venture has become a matter of necessity in the forthcoming process. In this
research, reports and articles published from 2007 onwards on the Armenian
issue within the scope of Turkish-Armenian relations in the international realm,
Turkish foreign policy, Turkish-EU and Turkish-Atlantic relations has been
examined. In these reports and articles, the international community’s proposed
policy options for Turkish-Armenian relations and prospective developments have
been taken into consideration and replies to several essential questions have tried
to be obtained.
