KÜRESELLEŞME SÜRECİNDE YEREL KALKINMA VE YEREL YÖNETİMLERİN DEĞİŞEN İŞLEVLERİ ÜZERİNE BİR DEĞERLENDİRME

Abstract

Küreselleşme,
dünyadaki halklar ve milletler arasındaki ekonomik, sosyal, politik, kültürel
ve çevresel süreçleri ve etkileşimleri tanımlamak için kullanılan nispeten yeni
bir terimdir. Bu etkileşimler binlerce yıldır ortaya çıkmaktadır, ancak
21. yüzyılda farklı olan, karşılıklı bağımlılık ve birbirine bağlılığın
derecesi, kapsamı ve yoğunluğudur. Bu etkileşimler, bilgi
teknolojilerindeki dramatik değişimler, dünya ekonomisinin bütünleşmesi ve
birçok şehir, bölge ve ülkenin yeniden yapılandırılmasıyla
kolaylaştırılmaktadır. Küreselleşme,
uluslararasılaşma ve dünya çapında gelişme, her biri yeni yerel kalkınma
anlayışını benimsemektedir. Yerel kalkınma için sonuçlarını belirtmek
amacıyla kullanılan "küreselleşme" kelimesiyle çok sık özetlenen
bileşenlerin her birini oluşturmaktadır. Dünyanın evrimine ışık tutmayan karma
temsillere öncülük eder. Bu anlamda yerel kalkınma için sonuçlarını
belirtmek amacıyla, sık sık kullanılan "küreselleşme" önemli bir
faktör olarak karşımıza çıkmaktadır. Bu çalışmada küreselleşme sürecinde yerel
kalkınmayı sağlamada yerel yönetimlerin rolü ve etkinliği üzerinde
durulmaktadır.
