Abstract
Kümelenme kavramı 1990’lı yıllarda Michael E. Porter tarafından popülarize edilmiş, ülkemizde ise şimdilerde üzerinde durulmaya başlanmış bir kavramdır. Bu kavramın yaygınlaşması devletin mevcut piyasa başarısızlıklarının bertaraf edilmesi adına, mevcut ya da yeni geliştireceği politika araçları ile kümelenme alanına müdahale etmesini zorunlu kılmıştır. Kümelenme birçok politika alanının kesişim noktasında olan bir olgu olduğundan çeşitli politika yaklaşımları geliştirilmiştir. Bu politik yaklaşımlar kümelenme politikaları ile neyin hedeflendiğine (rekabetçiliğin artırılması vb.) göre değişiklik göstermektedir. Kümelenme politikalarının oluşturulması aşamasında dikkate alınması gereken diğer bir husus da “küme yaşam döngüsü”dür. Kümelenme politikasının geliştirilmesine ışık tutması adına Avrupa Birliği’nin ve Almanya’nın kümelenme politikaları genel olarak incelenecektir. Sonuç kısmında da küme yaşam döngüsüne göre politika önerileri yer almaktadır.
