Abstract
The understanding of quality in higher education has become more important in recent years with the widespread use of quality. In this context, studies and research to ensure quality and accreditation have increased, and the Turkish Higher Education Quality Board (THEQC) has been established and has been authorized to carry out quality-related evaluation and accreditation activities in Turkey. Accordingly, universities have been encouraged to carry out all their activities within the framework of previously determined evaluation and accreditation criteria. It is a natural situation that these studies, which aim to ensure competitiveness, efficiency, transparency, the satisfaction of internal and external stakeholders, internationalization, and to ensure that the program teaching objectives are successfully achieved, affect scientific publishing studies of the university like other all activities. University scientific publishing is one of the activities carried out by universities for learning and teaching, research and de-velopment, and social contribution. However, when the evaluation and accreditation criteria are reviewed, it is not seen that there is a direct mention of university scientific publishing. In this sense, there is a need to determine the position, contribution, and management style of university scientific publishing activities within the quality studies and whose implementations continue within the framework of legal legislation. In this study, the current status of university scientific publishing, its position in quality processes, its relationship with evaluation and accreditation criteria are discussed. By doing so, it is aimed to introduce a perspective so that university scientific publishing activities, which are not directly included in the evaluation and accreditation criteria, can be carried out within the framework of quality criteria. At the point of establishing this connection in the study, firstly, the legal regulations and current status of university scientific publishing were determined by the document analysis method. Regards to quality, the Rubric-Based Evaluation System used in the evaluation and accreditation processes of universities offered by THEQC has been taken into consideration as a basis. It is considered that the study is important as it guides the universities involved in the evaluation and accreditation processes to manage their scientific publishing activities according to the process. It is also thought that it will contribute to the execution of university scientific publishing activities within the framework of quality criteria. As discussed in detail in the study, it is seen that scientific publishing activities are related to many sub-criteria under the titles of quality assurance system, learning, and teaching, research and development, social contribution, and management system. Accordingly, it has been found that the university scientific publications have a relationship with many criteria such as using them as learning materials, taking measures for students who need a special approach, reaching research and development goals, determining the university's policies, setting goals, reaching local, regional and international goals, internationalization, evaluating the performance of the lecturers/academics, managing the processes, sharing with the public, accountability, human and financial resources management, information security and reliability.
