Abstract

Ülkeler, dış ticaret, finansal ve mali argümanlara göre kendi paralarına sahip olmayı isteyebilirler. Dış ticaret argümanı, para otoritesinin döviz kurunu ihracatı teşvik edecek biçimde ayarlayabilmesini; finansal argüman para otoritesinin para basma gücüne bağlı olarak finansal sisteme son ödünç verici merci olarak kaynak aktarmasını ve mali argüman ise hükümetin ulusal reel para balansları talebine enflasyon vergisi yüklemesini içermektedir. Tam dolarizasyon, bir ülkenin ulusal parasını terk edip yabancı bir parayı yasal ödeme aracı kabul etmesidir. Bu çalışmanın temel amacı, tam dolarizasyonun fırsatları ve tehditlerini büyük ölçüde teorik ve kısmen ampirik literatürün taranması yoluyla ortaya koymaktır. Literatürde tam dolarizasyonun bir ülkede işlem maliyetlerini azaltma, ulusal enflasyon ve devalüasyon risklerini azaltarak para ve maliye politikalarının kredibilitesini artırma ve ulusal paranın değer kaybı (devalüasyon) riskini ortadan kaldırarak ülkenin borçlarını ödeyememe riskini azaltma fırsatları bulunurken senyoraj gelirlerini ortadan kaldırma, para politikalarının bağımsızlığının ve ulusal merkez bankasının son ödünç verici merci işlevinin kaybolması başlıca tehditlerini oluşturmaktadır
