Future Scenarios for English Language Education in the Context of Foreign Language Education Policies in Cyprus from Past to Present

Abstract

This research aims to draw a picture of the possible future of English language education in Northern Cyprus by comprehensively analyzing the foreign language education policies that have been followed so far for English language education starting from Cyprus, which was under the rule of the United Kingdom in the past, by making inferences about the changes it has shown throughout the process, concerning the four different future scenarios put forward in the OECD study 'Back to the Future of Education'. In this context, a document analysis was carried out in the context of research on English language teaching on the island from the past to the present and the qualitative analysis of British archival documents and the OECD report on possible scenarios. In the light of the results highlighted in the findings, potential scenarios for the future of English in the TRNC are evaluated around crucial actions such as participation in education and increasing the time spent in training, the increase in non-formal education processes in human life, the critical transformation of the roles of teachers, and the expansion of the jurisdiction of local governments. Defining future scenarios based on current actions, exploring their impact on the education system, and identifying possible policy implications can be helpful for the future of English language education on the Northern Cyprus.

Geçmişten Günümüze Kıbrıs’taki Yabancı Dil Eğitim Politikaları Bağlamında İngilizce Eğitimine İlişkin Gelecek Senaryoları

Abstract

Bu araştırmanın amacı, geçmişte Birleşik Krallık hakimiyeti altında olan Kıbrıs’tan başlayarak İngiliz dili eğitimine yönelik bugüne kadar izlenen yabancı dil eğitim politikalarını kapsamlı bir biçimde analiz ederek, ‘Eğitimin Geleceğine Dönüş’ isimli OECD çalışmasında ortaya konulan dört farklı gelecek senaryosu referans alınarak Kıbrıs’taki İngilizce eğitiminin olası geleceğinin resmini çizmektir. Bu kapsamda geçmişten günümüze Kıbrıs Adası’ndaki İngilizce öğretimi üzerine yapılan araştırmalar ve İngiliz arşiv belgeleri ile OECD’nin olası senaryolarını içeren raporunun nitel analizi bağlamında bir doküman incelemesi gerçekleştirilmiştir. Bulgularda öne çıkan sonuçlar eşliğinde, İngilizcenin KKTC’deki geleceğine yönelik potansiyel senaryolar eğitime katılım ve eğitimde geçirilen sürelerin artırılması, yaygın eğitim süreçlerinin de insan yaşamında daha fazla yer bulması, öğretmenlerin rollerinin kritik bir şekilde dönüşüme maruz kalması, yerel yönetimlerin yetki alanlarının genişlemesi gibi başlıca eylemler etrafında değerlendirilmektedir. Mevcut eylemlerden yola çıkarak farklı gelecek senaryoları tanımlamak, eğitim sistemi üzerinde ne gibi etkileri olabileceğini araştırmak ve olası politika çıkarımlarını belirlemek KKTC'deki İngilizce eğitimin geleceği için fayda sağlayabilmektedir.
