Abstract

This study aims to introduce the book titled "Defining the Expertise of Information and Records Management in Terms of Competencies." The study focuses on identifying the professional competencies required for professionals working in the field of Information and Records Management (IRM) to deliver effective services in information centers such as libraries, archives, and museums. The book is enriched with both theoretical content and field research and is structured around six core competency areas: collection management, information services, technology use, organizational management, legal knowledge, and ethical attitudes. Conducted through the Delphi method, the study defines primary and secondary levels of competencies based on data obtained from expert opinions, highlighting key themes such as digitalization, user orientation, and interdisciplinary collaboration. The relatively unclear competencies related to the museum field are attributed to the interdisciplinary nature of the domain and the differing focuses of educational programs. Comprising five main sections, the book serves as a comprehensive and guiding resource for the restructuring of the professional development processes of information professionals.

Abstract

Bu çalışmada, “Bilgi ve Belge Yönetimi Uzmanlığının Yetkinlikler Açısından Tanımlanması” başlıklı kitabın tanıtımı amaçlanmıştır. Çalışmada Bilgi ve Belge Yönetimi (BBY) alanında görev yapan profesyonellerin kütüphane, arşiv ve müze gibi bilgi merkezlerinde etkili hizmet sunabilmeleri için gerekli olan mesleki yetkinliklerinin belirlenmesine odaklanılmaktadır. Kitap, hem teorik hem de saha araştırmasına dayalı içeriklerle zenginleştirilmiş olup, altı temel yetkinlik alanı (koleksiyon yönetimi, bilgi hizmetleri, teknoloji kullanımı, organizasyon yönetimi, mevzuat bilgisi ve etik tutumlar) etrafında yapılandırılmıştır. Delphi yöntemiyle yürütülen çalışmada, uzman görüşlerinden elde edilen veriler doğrultusunda birincil ve ikincil düzeyde yetkinlikler tanımlanmış; özellikle dijitalleşme, kullanıcı odaklılık ve disiplinler arası iş birliği gibi konular öne çıkarılmıştır. Müze alanına ilişkin yetkinliklerin görece belirsiz olduğu tespiti ise alanın disiplinler arası doğasına ve eğitim programlarının odak farklılıklarına dayandırılmıştır. Kitap, beş ana bölümden oluşmakta olup, bilgi profesyonellerinin mesleki gelişim süreçlerinin yeniden yapılandırılmasına yönelik kapsamlı ve rehber niteliğinde bir kaynak olarak sunulmaktadır.
