ORTA GELİR TUZAĞI VE ORTA GELİR TUZAĞINDAN ÇIKIŞ STRATEJİLERİ

Abstract

Bu çalışmada; kişi başına düşen milli gelirini belirli seviyenin üzerine çıkaramayan ve belirli bir gelir seviyesinde tıkanan (orta gelir tuzağı) gelişmekte olan ülkelerin, gelir seviyelerini gelişmiş ülkelerin seviyelerine nasıl çıkarabilecekleri konusu incelenmiştir. Bu bağlamda orta gelir tuzağına giren ülkelerin temel karakteristik özellikleri bazı veriler ışığında incelenmiş ve bu ülkelerin orta gelir tuzağından kurtulmaları için; özellikle ulusal tasarruf oranını arttırmaları, araştırma-geliştirme (Ar-Ge) yatırımları ve inovasyon kapasitelerini arttırmaları, nitelikli işgücü için beşeri sermaye yatırımlarına ayırdıkları kamu kaynağının miktarını arttırmaları, fikri mülkiyet ve patent haklarını korumaları, işgücü piyasalarında reform yapmaları ve toplam faktör verimliliğini arttırmaları gerektiği sonucuna varılmıştır.
