ÜSTEL TEKNOLOJİK GELİŞMELER BAĞLAMINDA BİYOPOLİTİKA KAVRAMSALLAŞTIRMALARI

Öz

Bu makalede üstel teknolojik gelişmeler bağlamında biyopolitika kavramsallaştırmaları ele alınmıştır. Teknolojiler gittikçe artan bir şekilde kademeli olarak değil, üstel bir artışla büyümektedir. Aynı zamanda bu teknolojiler tümleşik bir yapıyla birleşip büyümektedir. Gelecekte bu birleşme sonucu insan üzerinde en etkili olması beklenen üstel teknolojiler genetik mühendisliği ve yapay zekadır. Makalede, bu teknolojilerin bahsedilen bu özellikleri dikkate alınarak biyopolitik değerlendirmelerdeki temas noktaları ortaya konmak istenmiştir. Biyoteknolojinin en önemli alanlarından genetik, biyopolitika alanyazınında önemli bir yer tutarken, yapay zeka teknolojilerine dair biyopolitika değerlendirmelerinin oldukça az olduğu görülmüştür. Ancak, yapay zeka teknolojileri gün geçtikçe artan bir şekilde hem genetik alanında hem de gündelik hayatta etkin olmaktadır. Bu bakış açısıyla makalede, yapay zeka teknolojilerinin artan bu etkisine dair biyopolitika perspektifinden bir değerlendirmenin izleri genetik mühendisliği ve dijital sağlık uygulamalarında aranmıştır.

BIOPOLITICAL CONCEPTUALIZATIONS IN THE CONTEXT OF EXPONENTIAL TECHNOLOGICAL ADVANCES

Abstract

In this article, biopolitics conceptualizations are discussed in the context of exponential technological advances. Technologies are increasingly growing not incrementally, but exponentially. At the same time, these technologies growing by being combined with each other. In the future, exponential technologies that are expected to be the most effective on human as a result of this combination are genetic engineering and artificial intelligence. In the article, it is aimed to reveal the contact points in biopolitical evaluations by taking these features of these two technologies into consideration. While genetics, one of the most important fields of biotechnology, has an important place in the biopolitics literature, it has been observed that biopolitical evaluations regarding AI technologies are quite low. However, AI technologies are increasingly effective both in the field of genetics and in daily life. From this perspective, traces of an assessment from a biopolitical perspective of this increasing impact of AI technologies were sought in genetic engineering and digital health applications.
