How Should Camili Biosphere Reserve be Managed?

Abstract

Biosphere reserves are defined as areas with terrestrial and/or coastal ecosystems within the Man and the Biosphere Program of the United Nations Educational, Scientific and Cultural Organization (UNESCO) where ecologically, economically, culturally and socially balanced and sustainable relationships between humans and nature are established. Camili Biosphere Reserve (BR), located within the borders of Borçka District of Artvin Province, is the first and only biosphere reserve area of in Türkiye. In this study, it is aimed to address the problems encountered during the management of Camili BR and to make suggestions for sustainable, effective and holistic management of this area. In 2007, the Camili Biosphere Reserve Management Plan was prepared but not put into practice. The fact that the biosphere reserve status is not included in the existing laws on protected areas in Türkiye, the administrative status of the entire area has not yet been clarified, and the authority and responsibility for the management of the area are not fully established causes management confusion. For this reason, first of all, the deficiencies in the legislation should be eliminated, and a management plan should be prepared and implemented as soon as possible, in which local people, non-governmental organizations, local administrations and academics working in the field are actively involved. In this management plan, strategic goals and objectives should be set for the sustainable management of the area in the short, medium and long term and the achievement of the objectives should be reported periodically.
