The Republic of Turkey has been in the process of industrialization-development since the day it was established. Although the development strategies and economic policies implemented have been changed, this aim has always been tried to be protected and the development objective has been kept in common with the goal of modernization and westernization. However, the phenomenon of development has also changed over time and has begun to express a very qualitative transformation from the quantitative transformation of the economy. Development has started to be measured not only by the recovery of macroeconomic indicators but also by non-monetary variables such as education, health, transportation and communication.
An international level, countries can be ranked according to their level of development, while a similar ranking can be made within governments that play a role in countries' own development processes. It allows the government to make a comparison between the economic policies that governments will implement within their plans and programs and the extent to which they contribute to the country's development. Some governments can be described as successful in the development process, while some governments can be described as unsuccessful. In this study, the governments of the Republic of Turkey, which worked between 1923 and 2002, tried to rank according to the performance of the governments as a result of the factor analysis method of 95 variables gathered under 10 basic indicators that they played a role in the development of the country.
