DOĞAL AFETLERLE MÜCADELEDE YEREL YÖNETİMLERİN ROLÜ VE KAPASİTE SORUNLARI: ESNEK ŞEHİR UYGULAMASI

Abstract

Günümüzde sel, deprem, ani sel, kuraklık, kasırga, toprak erozyonu ve toprak kayması gibi çeşitli düzensiz doğa olayları şehirleri etkileyen önemli doğal afetlerdir. Dünyada birçok ülke doğal felaketlere karşı savunmasızdır ve her yıl doğal felaketler, milyonlarca insanın hayatını olumsuz yönde etkilemektedir. Bu felaketler her yıl milyonlarca insana acı çektirmekte ve insan ölümlerine, hayvan kaybına, hastalıkların yayılmasına, açlığa, bitkilere, fiziksel ve ekonomik altyapıya zarar vermektedir. Bu açıdan doğal afetlerle daha etkin mücadele etmek amacıyla son yıllarda esnek şehir uygulaması hayata geçirilmektedir. 2010 yılında “Kentleri Esnek Hale Getirmek-Benim Kentim Hazırlanmak” başlıklı BM-ISDR kampanyasının başlatılmasından sonra, yerel yönetimlerin doğal afet riskinin azaltılmasına (DARA) daha fazla dahil olması ihtiyacının giderek arttığı görülmüştür. Bu amaçla birçok ülkede kampanyalar başlatılmış ve yerel yönetimlerden DARA kapsamında daha fazla faydalanmak için çeşitli sistemler geliştirilmiştir.
