BÜTÜNLEŞİK TUR-ROTASYON ÇİZELGELEME YAKLAŞIMI İLE İŞYÜKÜ MİNİMİZASYONU

Abstract

İş gücünün etkin çizelgelenmesi hizmet sistemlerinin önemli problemlerinden birisidir. İşgücü eksikliği toplam personel maliyetlerini düşürürken hizmet kalitesinin zayıf kalmasına neden olmakta, işgücü fazlalığı ise personel maliyetlerini yükseltirken gereksiz kaynak kullanımına neden olmaktadır. İyi bir iş çizelgesi ile işlemlerin zamanlaması ve sıralanması, iş ve işçi arasındaki denge, belirli bir zamanda ve yerde olması gereken hizmetin gecikmesiz olarak sunulması, işçinin sağlığı ve güvenliği gibi sorunlar çözülebilir. Bu nedenle tur çizelgesi, hizmet sistemlerinin istenilen hizmet düzeyinde çalışırken personel maliyetlerini en küçüklemek için uygun bir araçtır. Tur planlamasının, ergonomi ölçütlerini yeterince sağlamamasının yarattığı sıkıntılar ise son yıllarda dikkat çekmektedir. Bu çalışmada, maksimum hizmetin minimum zorlanma ile karşılanması için tur çizelgelerine rotasyon çizelgelerinin entegre edilmesine dayalı bir tamsayılı programlama modeli önerilmiştir. Oluşturulan rassal verilerle modelin geçerliliği denenmiştir.
