İn Turkey, the concept of modern-state is frequently associated (or interchangebly used) with the idea of nation-state, a version of the former. It is, however, clear that the concept of modern state has a broader framework that is also inclusive of that of nation-state. This article bases its problematic on the context of this view and argues the concept of modem state in terms of nation-state and non-nation state in the framework of the implementations of modern-state.
