UNDERSTANDING TERRORISM

Abstract

Experts and scientists have many different definitions regarding the history of terrorism and the opinions of what is to come.  A reality confronts us in the portrayal of differing characterizations of terrorism. In each phase of terrorism (victim, activist and the contender), there is the undeniable reality of a “human” element considering that understanding terrorism is directly related with understanding humans.  Whatever the type of terrorism is (religious, ethnic nationalist, or ideological), in the foundation of each, there is a struggle against a perceived injustice and a feeling of victimhood.  The feeling of injustice can be changed by people as some internalize the feeling of victimization in a passive and submissive way, others can convert the feeling into despair and hopelessness, while others transform the feeling into rage and violence against the system.  For this reason, it is believed that even though it is not possible to completely end terrorism, it would be possible to curb terrorism and its politics with a cause-oriented approach, rather than a result-oriented approach.  In order to eliminate the root cause, it is absolutely necessary to keep transparency in a democratic culture that does not allow injustice in relationships between the rulers and the ruled, to keep routes of seeking justice open, and to have freedom of thought and expression.

TERÖRİZMİ ANLAMAK

Abstract

Terörizmin tarihçesi ve geleceği üzerine düşüncelerini açıklayan uzmanlar ve bilim insanları tarafından yapılan pek çok farklı tanım bulunmaktadır. Söz konusu farklı tanımlamalara karşın terörizmin her noktasında (kurban, eylemci ve mücadele eden) yer alan unsurun “insan” olduğu dikkate alındığında terörizmin anlaşılmasının insanın anlaşılması ile doğrudan ilgili olduğu yadsınamaz bir gerçeklik olarak karşımıza çıkmaktadır. Terörün hangi türü olursa olsun, (dini, etnik milliyetçi veya ideolojik) tümünün temelinde haksızlığa uğramışlık ve yarattığı mağduriyet duygusu bulunmaktadır. Söz konusu mağduriyet duygusu kimi insanlarca içselleştirilerek pasif ve itaatkâr bir konuma gelmelerine neden olmakta; kimi insanlar ise çaresizlik ve umutsuzluklarını, parçası oldukları sisteme karşı öfke ve şiddete evirebilmektedir. Bu nedenle, sonuç odaklı değil neden odaklı mücadele uygulama ve politikaları ile terörizmin bütünü ile sonlandırılması mümkün olmasa da marjinalize edilmesinin mümkün olduğu düşünülmektedir. Anılan temel sebebi ortadan kaldırmak için yönetenler ve yönetilenler arasındaki ilişkilerin haksızlıklara izin vermeyecek demokratik bir kültür içinde şeffaflıkla yürütülmesi; hak arama yollarının sürekli açık tutulması; düşünce ve ifade özgürlüğünün mutlak suretle sağlanması gerekmektedir.
