EVALUATION OF THE MODEL OF HYBRIT WAR IN SHAPING THE FUTURE SECURITY ENVIRONMENT
Abstract
Understanding and the making
sense of the international relations, security had always played a dominant
role. Besides, what is the exact meaning of security is a matter about which
deep debates is still on. From Ancient times to today the concept of security
in a dynamic context had meaning and positioned according to the realities of
era in which it has in, and the concept also transformed with the changes which
have occured in the world. Classical concept of war and conflict had been
replaced with the multi-actor, multi-dimensional, universal, and flexible
concept. With the globalization and the rapid changes in information
technologies, information and cyber space have begun to provide asymmetric
advantages to non-state actors as never before. This change and transformation
in the international system required for the states and non-state actors which
had involved in, to take position according to appropriate situation. Today
being able to provide security is going to be possible by the use of hybrid war
model by adding the tools of information technologies and cyber space into
conventional techniques. The actors who cannot understand and make sense of
security in the new era will expose to existential threats; the actors who can
adopt these changes can manage to minimize these existential threats.
