SNIPER SYSTEM’S PROGRESS AND ASYMMETRIC EFFECT ON OPERATIONAL ENVIRONMENT

Abstract

Humankind’s superiority struggle takes the sniping
ability from line formationed group’s simultenous shooting skill at a target
within range of 50 meters, to the point of hitting a target from the desired
point beyond 2000 meters. Power struggler supporters’ accurate understading of
sniper system’s technological and human factors is very crucial to ensure
asymmetric superiority and effect in modern-day operational environment. Sniper
System is directly affected from troop’s formation, outfitted rifle type,
ammunition selection oriented to given task, optical sight in compliance with
target, sniper’s training and qualities, leadership/planning. Professional law
enforcement’s pre-readiness towards the different circumstances to be
encountered and prevention of unwanted damage is directly hinged on
pre-envisage of operational environment’s requisites and arrangements made.
Nowadays neither the technological opportunity besides inadeqaute training
solely provides needed superiority nor the training untaking consideration of
technological improvements, ensures the requested effect alone. Sniper system’s
integrated proper planning of mission needs, development of core sources needed
for system components, accurately laying the needs of training institutions and
law enforcement units are important in the sense of ensuring improvement of
sniper system and deterrence of adversary.

KESKİN NİŞANCILIK SİSTEMİNİN GELİŞİMİ VE HAREKÂT ORTAMINA ASİMETRİK ETKİSİ

Abstract

İnsanoğlunun üstünlük mücadelesi, nişancılık
kabiliyetini saf düzenindeki 50 (metre mesafeye) grubun aynı anda atış
yapabilme becerisinden, 2000 metre üzerindeki bir hedefi istediği noktadan
vurabilme noktasına gelmiştir. Değişen hareket ortamında asimetrik üstünlük ve
etki sağlamak için güç mücadelesi taraftarlarının keskin nişancılık sistemini
teknolojik ve beşerî unsurlarını anlaması çok önemlidir. Keskin nişancılık;
birlik yapılanmasında teçhiz edilen silaha göreve yönelik kullanılacak mühimmat
seçimine, hedefe göre optik nişangaha, nişancının eğitimi ve nitelikleriyle
liderlik, planlama unsurlarından etkilenmektedir. Profesyonel güvenlik
güçlerinin karşılaşabilecekleri farklı durumlara önceden hazır olmaları,
istenmeyen zayiatın oluşmaması harekât ortamının gerçeklerinin önceden tahayyül
edilmesi ve hazırlık yapılması ile doğrudan bağlantılıdır. Günümüzde teknolojik
imkânlar tek başına yetersiz eğitim yanında gereken üstünlüğü sağlamadığı gibi
eğitimde teknolojik gelişmeler göz önüne alınmadığından istenilen etkiyi tek
başına verememektedir. Sistemin bütünleşik olarak görev ihtiyaçlarını uygun
planlaması, bileşenlerin özellikle öz kaynaklardan geliştirilmesi, eğitim
kurumlarının ve güvenlik birimlerinin ihtiyaçlarını doğru şekilde ortaya
koyabilmesi, keskin nişancılık sisteminde gelişimin sağlanması, hasımlara
caydırıcılık oluşması açısından önemlidir.
