The Possible Effects of Transformation in Educational Administration Policies on Poverty

Abstract

In this study, the relationship between education and poverty was examined. Education was considered as a tool of development and huge investment was done on it after the World War II. The state responsibility thought in education was developed and the policies which aimed at reaching public education services equally were put on process in that era. This became a significant instrument in fighting against poverty. However, the rise of neo-liberalism in 80s transformed the welfare state by downsizing it, and public education thought lost its value. The paradigm shift in public education policies prevented the relatively poor from accessing to education in those years. At the end of the study, it is concluded that public education thought was disappearing as a result of the reform policies and the poor was influenced from those reforms negatively.

Eğitim Yönetimi Politikalarındaki Dönüşümün Yoksulluk Üzerindeki Olası Etkileri

Abstract

Bu çalışmada eğitim ve yoksulluk arasındaki ilişki yapısı incelenmiştir. İkinci Dünya Savaşı sonrasında eğitime kalkınmanın bir aracı olarak bakılmış ve eğitime büyük yatırımlar yapılmıştır. Bu dönemde, eğitimde devlet sorumluluğu düşüncesi giderek gelişmiş ve kamusal eğitime erişimde eşitlik sağlanması yönünde politikalar hayata geçirilmiştir. Bu düşünce yoksullukla mücadelede önemli bir araç haline gelmiştir. Ancak, 1980'li yıllarda yeni-liberalizmin yükselişi, bu süreci tersine işletmiş ve kamusal eğitim, uygulanan reformlar sonucunda giderek aşınmaya başlamıştır. Bu yıllarda kamu eğitim politikalarındaki değişim, yoksul kesimlerin eğitimden görece daha az faydalanmasına yol açmıştır. Çalışmada, kamusal eğitim düşüncesinin, uygulanan reform politikalarının bir sonucu olarak giderek erimeye başladığı ve yoksulların bu durumdan olumsuz yönde etkilendiği sonucuna yönelik çıkarımlar sunulmuştur.
