3308 Sayılı Mesleki Eğitim Kanunu’nda Yapılan Değişiklik Sonrası Mesleki Eğitim Merkezi Programlarının 2022 Yılı İlk Üç Aylık Performans Değerlendirmesi

Abstract

Çıraklık eğitimi, son yıllarda Millî Eğitim Bakanlığı tarafından mesleki eğitimi güçlendirmek için başlatılan paradigma değişimi içinde önemli bir yer tutmaktadır. Bu kapsamda, çıraklık eğitiminin gerçekleştirildiği mesleki eğitim merkezi (MEM) programları birçok açıdan iyileştirilmiştir. MEM programlarına yönelik toplumsal farkındalığın artırılması, Türkiye’deki tüm organize sanayi bölgeleri ile MEM programlarının ilişkilendirilmesi, program mezunlarının akademik dersleri yüz yüze alarak lise diplomasına ulaşımının kolaylaştırılması, 3308 sayısı Mesleki Eğitim Kanunu’nda yapılan düzenleme ile öğrencilerin üretim aracılığıyla pratik becerilerinin geliştirilmesi ve yapılan üretim aracılığıyla kazançlarının artırılması bu iyileştirmeler arasında yer almaktadır. Bu iyileştirmelerin yanında MEM tamamlama programları aracılığıyla mezunların kısa sürede işgücü piyasasının talepleri doğrultusunda yetiştirilmesi ve istihdam edilmesi sağlanmaktadır. Bu çalışmada 3308 sayılı Mesleki Eğitim Kanunu’nda yapılan düzenleme sorasındaki ilk üç ayda MEM programlarının performansı öğrenci katılım verileri aracılığıyla değerlendirilmiştir. Çalışma bulguları, yapılan iyileştirmeler sonrasında MEM programlarına yönelik talebin büyük bir artış gösterdiğine işaret etmektedir. Düzenleme öncesinde öğrenci sayısı 159 bin düzeyindeyken üç aylık bir sürenin sonunda 320 binin üzerine çıkmıştır. Bulgular, MEM programlarında kadın öğrenci oranının %17’den %24’e çıkarak daha dengeli bir hale geldiğini, 19 yaş ve üzerindeki mezunların katılımının 18 yaş ve altındaki öğrencilere oldukça yakın olduğunu göstermiştir. Ayrıca göçmenlerin eğitimi için önemli fırsatlar sağlayan MEM programlarında yabancı uyruklu öğrenci sayısı da yaklaşık 2.800’den 13 bine yükselmiştir. Sonuçlar, yapılan iyileştirmeler sonucunda MEM programlarına yönelik talebin artarak 1 milyon hedefine yaklaştığını ve programların kapsayıcılığının önemli ölçüde arttığını göstermektedir.

2022 First Quarterly Performance Evaluation of Vocational Training Center (VTC) Programs after the Amendment to the Vocational Education and Training Law No. 3308

Abstract

Apprenticeship training has an important place in the paradigm shift initiated by the Ministry of National Education (MoNE) for improving the vocational education and training (VET) system in recent years. Vocational training centers (VTC) where apprenticeship training is implemented have been improved in aspects. These improvements include increasing social awareness toward VCT programs, associating VCT programs with capabilities of organized industrial zones (OIZ) in Turkey, facilitating the access of VCT graduates to a high school diploma through face-to-face education, and supporting students' practical skills through increased production. Additionally, short-term VCT programs are initiated in which graduates can participate and complete them in a relatively short time in line with the demands of the labor market. This study aims to evaluate the performance of VCT programs in the first three months after the regulation in the Vocational Education and Training Law No. 3308 through VCT student data. The findings indicate that the demand for VCT programs has increased greatly after the regulation and improvements. While the number of students was approximately 159 thousand before the regulation, it increased to over 320 thousand at the end of a three-month period. The findings showed that the rate of female students in VCT programs increased from 17% to 24% and programs have become more gender-balanced, and a remarkable diversity in student age level is provided; participation of graduates aged 19 and over is very close to students aged 18 and under. In addition, the number of foreign students in VCT programs, which provide important opportunities for immigrants, has increased from approximately 2,800 to 13,000. The results show that the demand for MEM programs has increased greatly in a quite short time and approached targeted levels (1 million students), and the programs have become more inclusive.
