Middle Income Trap, Economic Development

Prof. Dr. Azize Serap TUNÇER, lisans ve yüksek lisans eğitimini Gazi Üniversitesi Kamu Yönetimi Bölümünde; doktorasını Ankara Üniversitesi Sosyal Bilimler Enstitüsü Kamu Yönetimi Ana Bilim Dalı’nın “Kentleşme ve Çevre Bilimleri” Bilim Dalı’nda tamamlamıştır. 1985-2001 yılları arasında Çankaya Belediye Başkanlığı’nda müfettiş ve 2001-2009 yılları arasında Teftiş Kurulu Müdürü olarak görev yapmış; 2009’da Ahi Evran Üniversitesi İİBF Siyaset Bilimi ve Kamu Yönetimi Bölümü’ne Yrd. Doç. Dr. olarak atanmıştır. 2013 yılında doçentliğini almış; 2013-2018 yılları arasında Siyaset Bilimi ve Kamu Yönetimi Bölüm Başkanı olarak görev yaptıktan sonra, 2020 yılında profesör olarak Çankırı Karatekin Üniversitesi Sağlık Bilimleri Fakültesi Sosyal Hizmet Bölümü’ne Bölüm Başkanı olarak atanmıştır. Halen bu görevi ve bazı akademik kurullardaki görevlerini yürütmektedir. Kentleşme politikaları, kent sosyolojisi, yerel yönetim, kamu politikaları ve sosyal hizmet alanlarında çalışmalarını sürdürmektedir.

isimli araştırma kitaplarının yanı sıra uluslararası hakemli dergilerde yayımlanan 23 makalesi; 18 kitap bölümü; sempozyumlarda sunulmuş basılı 68 uluslararası, 10 ulusal bildiri metni; 71 ulusal makalesi olmak üzere 200’ün üzerinde yayını ve 7’sı tamamlanmış 1’i devam eden 8 BAP Projesi bulunmaktadır.

2009 Yılında Trakya Üniversitesi Kamu Yönetimi bölümünü birincilikle tamamladım. Aynı yıl araştırma görevlisi olarak çalışma Trakya Üniversitesi Kamu Yönetimi bölümünde çalışmaya başladım. Ayrıca 2014 yılında Eskişehir Anadolu Üniversitesi Adalet Meslek Yüksek Okulunu Yüksek Onur Derecesi ile bitirdim. 2010 yılında Trakya Üniversitesinde Sosyal Bilimler Enstitüsü Kamu Yönetimi programında yüksek lisansa başladım. 2012 Yılında “Türk Kamu Yönetiminde Denetim Anlayışının Dönüşümü ve Ombudsmanlık Kurumu” başlıklı tezimi savunarak yüksek lisansımı tamamladım. 2013-2019 İstanbul Üniversitesi Siyasal Bilgiler Fakültesinde 35. madde gereğince görev yaptım. İstanbul Üniversitesi Siyasal Bilgiler Fakültesi Siyaset Bilimi ve Kamu Yönetimi Bölümünde doktora eğitimimi 2019 yılında “Kamu Hizmetleri Motivasyon Kuramı Çerçevesinde Vali Recep Yazıcıoğlu’nun Mülki İdare Amirliği Dönemi Üzerine Bir İnceleme” başlıklı tezimle tamamladım. Tezim aynı yıl İstanbul Ticaret Üniversitesi tarafından “İncelenmeye Değer Nitelikte Tez” seçilerek üniversite bünyesinde genç akademisyen adaylarına tanıtılması yönünde övgüye layık görülmüştür. 2022 Mart dönemi doçentlik başvurusu sonucunda Doçent unvanı almış bulunmaktayım.

Muhidin Mulalić is currently a professor at the Department of Political Science and International Relations, International University of Sarajevo, Bosnia and Herzegovina. He obtained his Ph.D. in 2007 at the International Islamic University Malaysia (IIUM), Malaysia. He began his academic career at the University Tenaga Nasional (UNITEN), Malaysia, where he taught for five years at the Institute of Liberal Studies. In 2007, Dr. Mulalic returned to Bosnia and Herzegovina and joined the Department of Social and Political Sciences at the International University of Sarajevo. At the International University of Sarajevo he began developing his academic-administrative career by holding the following positions: Program Coordinator of Social and Political Sciences (2007-2010), Vice-Rector for Academic and Student Affairs (2010-2011), Vice-Dean of Faculty of Arts and Social Sciences (2011-2013), the Dean of Faculty of Arts and Social Sciences (2013-2016) and the Director of the Balkan Studies Center (2019-2023)

İstanbul Üniversitesi Sosyal Bilimler Enstitüsü Yönetim ve Organizasyon Anabilim Dalında Yüksek Lisans ve Doktora programlarını tamamlayarak doktora (1997) ünvanına hak kazandım.  Yeditepe Üniversitesi kuruluş aşamasında İstek Vakfın' da Bedrettin Dalan  ve VESTEL'in değişim projesinde Sn.Tınaz Titiz ile görev yaptım.  2000 yılında Sakarya Üniversitesinde Dr.Öğretim üyesi olarak akademide göreve başladım aynı zamanda 3 yıl için Lefke-Avrupa Üniversitesine misafir öğretim üyesi olarak atandım. Daha sonra Haliç Üniversitesi, İstanbul Arel Üniversitesinde İşletme bölümünde görev yaptım.  2016 yılından itibaren Giresun Üniversitesi İktisadi ve İdari Bilimler Fakültesi, İşletme Bölümü, Yönetim ve Organizasyon Ana Bilim Dalı Başkanı olarak görev yapmaktayım.  Halen Yönetim ve Organizasyon Ana Bilim Dalı başkanlığım devam etmektedir.  Halen Kadın Araştırmaları Uygulama ve araştırma Merkez Müdürlüğü ve Kadın Araştırmaları Tezli Yüksek Lisans ABD başkanlığım bulunmaktadır.

Dr. Ozcan Buckley is a professor in the Department of Political Science and Public Administration. Her academic expertise lies in the fields of climate change planning and policy, local governance, ecological politics, urban policies, and ecological planning. Dr. Buckley has dedicated her career to exploring innovative solutions to pressing environmental challenges and fostering sustainable development through policy and governance.
Currently, Dr. Buckley is focused on researching climate change planning experiences in the United States, with a particular emphasis on university climate adaptation planning and policy in Michigan. Her work aims to bridge the gap between academic research and practical implementation, contributing to the development of effective strategies for addressing climate change at both local and institutional levels.
Dr. Buckley’s contributions to the field have made her a respected voice in climate policy and ecological governance, inspiring future leaders and policymakers to prioritize sustainability in their decision-making processes.

Arshi Khan teaches Political Science now and taught International Relations in the past. He is in the Advisory Board of five Peer-Reviewed Journals published from foreign countries. His M.Phil dissertation is about Turkey-Greece Relations with reference to Cyprus and Ph.D thesis about Turkish Democracy and Political Parties in Turkey from the Jawaharlal Nehru University, New Delhi. He studied Political Science (Aligarh Muslim University), Human Rights (Hyderabad University), Democracy and Federalism (Institue of Federalism, University of Fribourg, Switzerland). He learnt Turkish language in TOMER, Ankara University, Turkey. He was at the New York University, USA as Fulbright Fellow. He has been Resource person to national and international institutions. Since 1989 he has been writing on the several issues related to democracy, human rights, state system, political stability, security and conflicts in Middle East and South Asia. In February 2013, he delivered two Lectures on Federalism and Fundamental Rights in India: Religious and Linguistic Rights, at the Faculty of Law and School of Political Science and Sociology, Leopold-Franzens University, Innsbruck, Austria on the invitation of the international School of Federalism and Governance 2013, (European Academy, Italy) under the auspices of the Secretary General of the Council of Europe, Mr Thorbjørn Jagland. Earlier, he was associated with the Centre for Federal Studies, New Delhi. He worked on India's federal polity, the issue of the Muslim minority community, violence and discrimination. He has also contributed to newspapers as a political analyst on different aspects of International Relations. He edited two books--Federalism, Democracy and Conflict Resolution (New Delhi: Macmillan, 2012). Arshi Khan, ed., Exclusion of Muslims in India Participation, Tolerance and Legitimacy of the State (New Delhi: Genuine Publications and Media Pvt. Ltd., 2018). His papers are published in over 14 Books edited in India and in over 14 Books edited in USA, UK, Switzerland, Italy, Germany, Cyprus, Turkey, UAE, and Iraq. He is accredited with 4 Monographs, over 18 refereed and indexed National and International Journals, over 33 long and research articles in the Mainstream, over 180 articles/analyses in The Telegraph, The Pioneer, The Hindu, The Indian Express and Jordan Times (Amman). He was columnist in Daily Rashtriya Sahara (New Delhi) for two years. He presented over 16 papers in conferences in India and 17 papers abroad. He has delivered over 90 Lectures in India and over 15 Lectures in Switzerland, UAE, Iraq, Thailand and Malaysia. He contributed to TV channels and Radio (India and Abroad, including the BBC Asia Network) over 550 times. He also visited Turkey under the Cultural Exchange Programme of the UGC, and visited the US as a Short-term Fulbright Fellow. He has visited 22 countries.
