ETHICAL PRINCIPLES AND PUBLICATION POLICY

The publication processes of the Giresun University Journal of Economics and Administrative Sciences (GÜİİBD) are based on a system that prioritizes the evaluation and dissemination of knowledge produced in accordance with scientific methods and ethical principles, ensuring impartiality and adherence to ethical standards. Considering the Higher Education Institutions Scientific Research and Publication Ethics Directive and the guidelines and policies published internationally by the Committee on Publication Ethics (COPE), each component-stakeholder involved in GÜİİBD’s publication processes bears certain ethical responsibilities.

PUBLICATION POLICY

Manuscripts submitted to the journal undergo a preliminary review by the relevant editor in terms of form and content. If the manuscript complies with journal guidelines, it is sent to at least two referees who are experts in the relevant field. The referee evaluation process is conducted through a double-blind review system, ensuring the confidentiality of author and reviewer identities.

Based on the reports received from reviewers, a decision is made to:

accept the manuscript as is (accept),

request revisions (minor/major revision), or

reject the manuscript (reject).

This decision is communicated to the author(s) within a maximum of two months. Manuscripts requiring revision will not be published unless the necessary corrections are made within the specified timeframe. Manuscripts that receive positive evaluations are queued for publication.

The opinions and scientific responsibilities in the manuscripts belong solely to the author(s) and are not associated with the journal. If the manuscript is accepted for publication, authors transfer their publication rights to the journal. Articles published in the journal cannot be reproduced or republished elsewhere, either in print or electronically, without written permission from the journal administration. By submitting a manuscript to the journal, authors are deemed to have accepted these principles.

ETHICAL PRINCIPLES AND ETHICS COMMITTEE APPROVAL

According to TR Index (TR Dizin) 2020 Journal Evaluation Criteria, an Ethics Committee Approval must be obtained for research conducted in all scientific fields that require ethics approval, and this approval must be stated and documented in the manuscript.

Following the change in Article 8 of the TR Dizin Evaluation Criteria, for studies requiring ethics approval starting from 2020:

Information regarding ethics approval (name of ethics committee, date, and approval number) must be included both in the methodology section and on the first/last page of the manuscript.
Ethics approval is not required for studies completed before 2020.

TR Dizin Ethics Committee Approval Requirements:

Ethics approval must be obtained and documented for studies conducted in all scientific fields—including social sciences—that involve clinical or experimental research on humans or animals.

Manuscripts must include a statement confirming compliance with research and publication ethics.

For studies requiring ethics approval, information regarding the approval (committee name, date, number) must be provided in the methodology section and on the first/last page of the article.
In case reports, informed consent from participants must be stated.

Accordingly, manuscripts submitted to GÜİİBD must include ethics-related information if they involve:

Any qualitative or quantitative research that requires data collection from participants using surveys, interviews, focus groups, observations, experiments, or similar methods;

Research involving experimental or scientific use of humans or animals (including materials/data);

Clinical research on humans;

Research on animals;

Retrospective studies requiring compliance with the Personal Data Protection Law.

For case reports submitted to the journal (other than research articles):

Informed consent must be obtained and stated;

Permission must be obtained for the use of third-party scales, surveys, photographs, or similar materials; compliance with copyright regulations for intellectual and artistic works must be stated.

Ethics committee approval is not required for review articles.

ETHICAL DUTIES AND RESPONSIBILITIES
Authors

Manuscripts must be original in ideas, content, methods, and data. Any use of ideas, content, or data from existing scientific work must be properly cited following ethical and scientific standards.

Authors may not submit work that has been previously published, is under review elsewhere, or is awaiting publication.

Authors must disclose supporting institutions, financial sources, or potential conflicts of interest.

Authors must be prepared to provide raw data or additional information related to their research upon request by GÜİİBD.

Authors must document that they hold the rights to use the data and materials, and—if applicable—that participants gave informed consent.

If any error or inaccuracy is detected in published or under-review work, authors must cooperate with GÜİİBD regarding correction or retraction procedures.

No changes in authorship (adding, removing, reordering) should be requested during the review process unless supported by written and signed approval from all authors and submitted via DergiPark.

Individuals who did not contribute scientifically should not be included as authors. Authorship order must reflect the level of contribution.

Editors and Field Editors

Editors are responsible for all published content.

They must ensure the publication of original and high-quality scientific work in Turkish or other widely used scientific languages.

They must ensure compliance with intellectual property rights and ethical standards.

They must provide clear and informative feedback to authors and readers.

They must complete the preliminary evaluation and notify authors within 10 days.

They must ensure fair, timely, and unbiased review by at least two independent referees.

The editor has final authority over acceptance or rejection decisions.

Editors must avoid conflicts of interest and withdraw from evaluating manuscripts where such conflicts exist.

Editors must not pressure authors to cite specific papers for acceptance.

Confidentiality must be maintained regarding authors, reviewers, and manuscript content.

Reviewers

Reviewers must accept only manuscripts directly related to their expertise.

They must refrain from direct communication with authors; all correspondence occurs through DergiPark.

They must evaluate manuscripts objectively, confidentially, and without discrimination.

They must decline review requests if a conflict of interest exists.

They must avoid hostile, subjective, or offensive language and instead provide constructive, academic feedback.

Reviews must be completed within the specified time.

All documents related to the review must be destroyed after the process to avoid misuse.

PROTECTION OF PERSONAL DATA

GÜİİBD must ensure the protection of personal data related to participants or visuals included in manuscripts. Manuscripts lacking documented consent must be rejected.

Editors, reviewers, authors, and readers must protect personal data.

GÜİİBD must ensure the protection of human and animal rights in evaluated research.

Manuscripts lacking ethics approval or necessary permissions for experimental research will be rejected.

GÜİİBD is responsible for taking all necessary measures and actions against possible misconduct or abuse.
