Türkiye İçin Yeni Nesil Acil Çağrı Sistemi

Abstract

Avrupa Parlamentosu tarafından kabul edilen 2015/758 sayılı yasa tasarısı ile acil çağrı
ünitelerinin araçlarda kullanımı 2018 yılı itibari ile zorunlu hale gelecek ve bu üniteler 2018
sonrası yakın bir zaman dilimi içerisinde Türkiye’de de devreye alınacaktır. Türkiye, Avrupa
Acil Çağrı Birliği 2 seviyeli çağrı merkezi modeline sahip bir ülke olarak mevcut trafik ve
yol yönetim sistemleri ve araç ve trafik acil yardım alt yapılarını yeni nesil modele uyarlamak
zorundadır. Bu çalışmada yeni nesil akıllı araç sistemlerinin yapılanması konusu tanıtılmakta
ve Türkiye için en uygun model gerek maliyet gerekse altyapısal olarak ilk kez ele
alınmaktadır.

Next Generation Emergency Call System For Turkey

Abstract

Next Generation Emergency Notification System after emergency call (eCall) equipped

vehicle regulations with the legislation EU-2015/758 will be an obligation in EU in 2018 and

eCall units are set up into the vehicles in Turkey after 2018. ‘Data Gathering by stage PSAP1

and resource Dispatching by stage PSAP2 in an integrated control room’ which is applied in

Turkey will be modified via Turkey’s traffic management. Traffic and vehicle infrastructures

will be updated after eCall equipped vehicle regulations. In this study, next generation

emergency call system in vehicles is introduced and Optimal traffic infrastructure in Turkey

is analysed via cost modeling.
