Kamu Sektöründe İnovasyon Açmazı ve Çıkış Stratejisi

Abstract

Genel olarak ekonominin üçte birinden fazlasını kamu sektörü oluşturmaktadır. Bu oran sadece kullanılan kaynakların büyüklüğü açısından değil, aynı zamanda kamu sektörünün etkinliğinin ve verimliliğinin ne derece önemli olduğunu göstermesi açısından da çok önemlidir. Bu etkinliği ve verimliliği sağlayabilecek en önemli unsurlardan birisi hiç şüphesiz sunulan hizmetlerin ve bunların sunum biçimlerinin inovasyon ile olan ilişkisidir. Bu ilişkinin özel sektörde olduğu gibi etkin bir şekilde kurulamamasının kamuya özgü bir takım yapısal sebeplerden kaynaklandığı anlaşılmaktadır. Bu makalede kamu sektöründe inovasyon kültürünün oluşmasını ve yaygınlaşmasını engelleyen temel faktörler ele alınarak irdelenmiş ve bir takım çözüm önerileri geliştirilmiştir

Public Sector Innovation Matrix and Solution Strategies

Abstract

The size of the public sector in an economy is usually more than one third which is a substantial ratio to understand the amount of the sources used by governments. It is also a significant indicator that points out how important is the effectiveness and efficiency of public sector. One of the elements that would assures this effectiveness and efficiency beyond doubt is the link between the provided services/ service delivery modes and the innovation. Structural problems of public sector are the main argument of being unable to set up this relation as it is in private sector. In this article the main factors that prevent the development and spread of innovation culture in public sector are analyzed and a number of proposals have been developed
