Neighbourhood administrations created to help the central government in the Ottoman period, became the
centre of social life with time. Those units that do not have legal personality carry out activities at a point where
central government and local governments intersect. The functions of neighbourhood governments have
changed in the historical process. Now that localization efforts have accelerated, neighbourhood
administrations can be addressed again.
The aim of the study is to determine the level of the mukhtars' relations with the relevant institutions by
revealing the neighbourhood administrations and the profiles of the neighbourhood mukhtars in the district of
Ortahisar. In this framework, the neighbourhood governments were theoretically dealt with and then the results
of the field survey using the survey method were evaluated. It has been seen that the headmen of the
neighbourhood have no functions beyond official document editing and maintenance.
