Abstract

Dünyanın hemen her bölgesinde özellikle 1990’lı yılların ortalarından itibaren demokratik standartlarda gerileme, seçimli demokrasiden seçimli otokrasiye yönelme, otoriter rejimlerin yükselişi vb. konular geniş biçimde tartışılmaktadır. Uzun süreli ve kalıcı siyasi liderliğin olumsuz sonuçlarının anlaşılması üzerine devlet başkanlarının görev sürelerinin sınırlandırılması ve dönemsel sınır uygulamaları gündemde olan bir konudur. Biz bu çalışmamızda dünyada uzun süreli, uzatmalı ve kalıcı iktidar mücadelesini daha iyi anlayabilmemiz için dünya ülkelerindeki “dönem sınırı” uygulamalarını inceleyeceğiz. Dünyada devlet başkanlarının kaç dönem görev yapma imkanına sahip olduklarının karşılaştırmalı bir analizini yapmak anayasal demokrasilerde dönem sınırının tesis edilmesinin gerekçelerini anlamak için fevkalade önemlidir.
