Implementing England’s Ottoman Policy in Kayseri: Two Meetings of the English Consuls with Kozanoğlu

Abstract

From the 1830s onwards, British consuls in the Ottoman Empire undertook important responsibilities in accordance with Britain’s policy to preserve the integrity of the Ottoman Empire and contribute to the institutional and financial restructuring of the state. Stationed in various regions, these consuls observed the implementation of reforms, reported administrative abuses, and proposed measures to support economic development. When deemed necessary, they also acted as mediators to ensure the submission of centrifugal forces to the soverignty of central government. Consistent with this policy, in 1849 and 1852, Kayseri consuls Henry Suter and James H. Skene held two separate meetings with Çadırcı Mehmed Ağa, who held the official title of Governor of Sis and Cebel-i Kozan, with the aim of preventing the economic decline caused by marauding expeditions of nomadic tribes in the Sanjaks of Kayseri, Maraş and Bozok, and bringing the independently acting Kozanoğlus under the sovereignty of the state. The detailed reports documenting the meetings with Kozanoğlu not only provide detailed information about the Kozanoglus and the geography and demographic aspects of their dominion, but also revealed the greater complexity of the problem in question compared to the initial perception of the British consuls.

İngiltere’nin Osmanlı Politikasını Kayseri’de Uygulamak: İngiliz Konsoloslarının Kozanoğlu’yla Yaptıkları İki Görüşme

Abstract

1830’lardan itibaren İngiltere’nin Osmanlı İmparatorluğu’nun toprak bütünlüğünü korumak ve devletin kurumsal ve mali yapılanmasına katkı sunmak politikası doğrultusunda, Osmanlı İmparatorluğu’ndaki İngiliz konsoloslar önemli görevler üstlenmişlerdir. Bulundukları bölgelerde Babıâli’nin uygulamaya çalıştığı reformların işleyişini gözlemleyen, suiistimalleri rapor eden, iktisadi gelişmeyi desteklemeye dönük önerilerde bulunan konsoloslar, gerekli gördüklerinde merkezkaç güçlerin merkezi devletin egemenliğine boyun eğmesini sağlamaya yönelik arabuluculuk görevi üstlenmekteydi. Bu politika doğrultusunda, hakimiyeti altındaki göçebe aşiretlerin Kayseri, Maraş ve Bozok’ta gerçekleştirdiği yağma seferlerinin söz konusu bölgelerde yol açtığı iktisadi gerilemenin önüne geçmek ve merkezi devletten bağımsız hareket eden Kozanoğulları’nı devletin egemenliği altına sokmak üzere, 1849 ve 1852 yıllarında Kayseri konsolosları Henry Suter ve James H. Skene, resmî unvanıyla Sis ve Cebel-i Kozan Kaymakamı olan Çadırcı Mehmed Ağa ile iki görüşme gerçekleştirmişlerdir. Kozanoğlu’yla yapılan görüşmeleri detaylı bir şekilde anlatan raporlar, Kozanoğulları’na ve egemenlikleri altındaki coğrafya ve nüfusa dair detaylı bilgiler edinilmesini sağladığı gibi, çözüme kavuşturulmaya çalışılan sorunun, İngiliz konsoloslarının sandığından çok daha karmaşık olduğunu ortaya koymaktadır.
