One of the key activities that should be carried out within the scope of ethical guidance activities in public sector organizations is to provide ethics counseling support to public officials regarding codes of ethics, ethical dilemmas and problems they encounter in daily life. This paper has two main questions as follows: Why is it important to provide ethics counseling service to public officials, and in which areas should study be carried out to strengthen this function in our country in the light of good practices? In this context, the purpose of this paper is to draw attention to the need of public officials to receive “ethics advice” in public administration and thus, to raise awareness regarding the necessity of strengthening the ethics counseling infrastructure and practice. In our country's legislation, the ethics commissions of the administrations within the scope of the regulation are given the task of providing advice and guidance to public officials regarding ethical values and principles. This paper includes recommendations on international good practices regarding ethics counseling. The paper concludes that there are still areas to work on and improve in order to promote and strengthen the function of ethics counselling in our public administration.
