The Evaluation of Cellular Phone Technology and Mobile Government from the Viewpoint of Public Policies
Abstract
This study evaluates cellular (mobile) phone technology as it relates to public policy and mobile government, and it presents a list of public policy problems that are related to the widespread use of cell phones in Turkey (and elsewhere). The main issues listed in the article are serious health problems that are thought to be caused by cell phone use and the proximity of cell phone masts to housing units, the risky behavior of talking with cell phones while driving and the problems caused by this reckless behavior, problems related to stolen and unregistered phones, and finally, the blurring of public and private spheres because of cell phone use in public places. Alternative solutions to these problems are also presented. In the final section, the possibility of utilizing cell phones in using e-government services and for bridging the digital divide in Turkey are evaluated.
Abstract
Bu çalışmada, 2005 yılı sonu itibarıyla Türkiye'deki hanehalklarının %72.6’sının sahip olduğu cep telefonu teknolojisi kamu siyasaları (public policy) ve mobil devlet ile ilgisi açısından incelenmekte ve bu teknolojiyle bağlantılı olarak ortaya çıkan kamu siyasası sorunları olası çözüm yollarıyla beraber sunulmaktadır. Bu sorunlardan başlıcaları cep telefonu kullanımının ve baz istasyonlarının neden olduğu düşünülen sağlık sorunları, trafikte cep telefonu kullanımı ve bunun yol açtığı sorunlar, kaçak ve çalıntı cep telefonları gibi cep telefonu ile ilgili asayiş sorunları ve son olarak da cep telefonu kullanımının ortak kullanım alanı/kişisel alan ayrımını belirsizleştirmesi olarak sıralanabilir. Makalenin sonuç bölümünde de geleceğe yönelik bir takım değerlendirmeler yapılarak Türkiye'de cep telefonlarının özellikle İnternet'e ve dolayısıyla e-devlet hizmet ve olanaklarına erişimde ve bilişim uçurumunun kapatılmasında nasıl bir rol oynayabileceği değerlendirilmektedir.
