Abstract

İstihbarat Araştırmaları ve Çalışmaları Dergisi (İÇAD), Prof. Loch K. Johnson ile bir söyleşiye ev sahipliği yapmaktan büyük bir memnuniyet duymaktadır. Johnson, Georgia Üniversitesi Kamu Yönetimi ve Uluslararası İlişkiler Okulu'nda (School of Public and International Affairs /SPIA) Kamu Yönetimi ve Uluslararası İlişkiler Emeritus Profesörüdür. Kaliforniya Üniversitesi, Riverside’da Siyaset Bilimi alanında doktora derecesi almıştır. Otuzdan fazla kitabın yazarı olan Johnson’ın son kitapları arasında “National Security Intelligence” 3. Baskı (Polity, 2024); “The Third Option: Covert Action and American Foreign Policy” (Oxford, 2022); “Advanced Introduction to American Foreign Policy” (Elgar, 2021); “Spy Watching: Intelligence Accountability in the United States” (Oxford, 2018); “National Security Intelligence: Secret Operations in the Defense of the Democracies” (Polity, 2017); ve “A Season of Inquiry Revisited: The Church Committee Confronts America’s Spy Agencies” (University Press of Kansas, 2015) bulunmaktadır. Ayrıca, “Oxford University Handbook on Intelligence, 2. Baskı” 2025 yılında Oxford University Press tarafından yayınlanacaktır. Johnson daha önceki yıllarda, Amerikan Siyaset Bilimi Derneği Kongre Üyesi; Yale ve Oxford Üniversitelerinde Misafir Öğretim Üyesi; Phi Beta Kappa Misafir Öğretim Üyesi ve on sekiz yıl boyunca (2001-2019) uluslararası “Intelligence and National Security” dergisinin baş editörü olmuştur. Ayrıca ABD Senatosundaki Church İstihbarat Komitesi (Church Committee on Intelligence in the Senate) Başkanının kıdemli yardımcısı ve Beyaz Saray’da bulunan Aspin-Brown İstihbarat Komisyonu’nun Başkanı olarak görev yapmıştır. Amerika Birleşik Devletleri (ABD) Temsilciler Meclisi İstihbarat Daimi Seçilmiş Komitesinde Gözetim Alt Komitesinin ilk personel direktörü olarak da çalışmıştır. Georgia Üniversitesinde 2001 yılında kurulan SPIA’nın kuruluşuna öncülük etmiştir. Ayrıca, ABD’nde Güneydoğu Konferansı'nı (Southeast Conference / SEC) oluşturan Üniversiteler Konsorsiyumu 2012 yılında Profesör Johnson'ı “Yılın Profesörü” olarak seçmiş ve Üniversite 2022 yılında kendisine Başkanlık Madalyası vermiştir.

INTERVIEW WITH PROF. LOCH K. JOHNSON: COVERT ACTION IS THE SECRET INTERFERENCE IN THE AFFAIRS OF OTHER NATIONS

Abstract

Journal of Intelligence Research and Studies (İÇAD) is pleased to host an interview with Prof. Loch K. Johnson. Johnson is Regents Professor Emeritus of Public and International Affairs in the School of Public and International Affairs (SPIA) at the University of Georgia. He received the Ph.D. degree in Political Science at the University of California, Riverside. The author of over thirty books, among his most recent are National Security Intelligence 3rd edition (Polity, 2024); The Third Option: Covert Action and American Foreign Policy (Oxford, 2022); Advanced Introduction to American Foreign Policy (Elgar, 2021); Spy Watching: Intelligence Accountability in the United States (Oxford, 2018); National Security Intelligence: Secret Operations in the Defense of the Democracies (Polity, 2017); and A Season of Inquiry Revisited: The Church Committee Confronts America’s Spy Agencies (University Press of Kansas, 2015). In addition, the “Oxford University Handbook on Intelligence, 2nd Edition” will be published by the Oxford University Press in 2025. He has been an American Political Science Association Congressional Fellow; a Visiting Fellow at Yale and Oxford Universities; a Phi Beta Kappa Visiting Scholar; and, for eighteen years (2001-2019), editor-in-chief of the international journal “Intelligence and National Security”. He also served in the U.S. government as the senior aide to the chairman of the Church Committee on Intelligence in the Senate, as well as the chairman of the Aspin-Brown Commission on Intelligence in the White House. He was the first staff director of the Subcommittee on Oversight in the House Permanent Select Committee on Intelligence. At the University of Georgia he led the founding of SPIA, established in 2001. The consortium of universities that comprise the Southeast Conference (SEC) in the United States selected Professor Johnson as its inaugural “Professor of the Year” in 2012; and the University presented him with its Presidential Medal in 2022.
