Abstract

Demokrasi, Abraham Lincoln ’ün ifadesiyle: “Halkın, halk tarafından, halk için yönetimi” olarak tanımlanabilir. Temsili demokrasi, halkın egemenliğini kendi seçtiği temsilciler aracılığıyla kullandığı bir demokrasidir. Temsili bir demokraside belirli grupların, bireylerin veya siyasi partilerin lehine veya aleyhine seçim sürecini veya kurallarını manipüle etmenin birçok yolu vardır. Bu çalışmada sadece bir tanesine, stratejik taksimata (gerrymandering) odaklanılmıştır. Stratejik taksimat, seçim bölgelerinin, iktidardaki siyasi parti tarafından koltukların yeniden tahsisini veya seçim bölgesi sınırlarının yeniden çizilmesini ya da bunu yapmamalarını kendi çıkarları için kullanmaya çalıştığı şekilde manipüle edilmesidir. Bu yöntem, ilk kez Amerika Birleşik Devletleri’nde ortaya çıkmış olmakla birlikte, zamanla dünya genelinde birçok temsilî demokraside uygulanmıştır. Türkiye örneğinde ise, seçim coğrafyasının siyasi amaçlarla yeniden düzenlenmesine Demokrat Parti döneminden itibaren başlandığı, sonrasında Adalet Partisi, Anavatan Partisi ve özellikle Adalet ve Kalkınma Partisi iktidarlarında bu yöntemin sıkça kullanıldığı görülmektedir. Stratejik taksimat sayesinde seçmen oyları sabit kalsa dahi milletvekili dağılımında ciddi değişiklikler oluşturulabilmekte, bu da temsil adaletini ve demokratik meşruiyeti zedelemektedir. Türkiye’de seçim çevrelerinin belirlenmesinde yürütmenin önemli bir ağırlığı olduğu ve bu yetkinin çoğu zaman teknik değil siyasi saiklerle kullanıldığı anlaşılmaktadır.

Gerrymandering in Elections in Turkey

Abstract

Democracy, as defined by Abraham Lincoln, is “government of the people, by the people, for the people.” Representative democracy constitutes a system in which citizens exercise their sovereignty through representatives elected by themselves. Within such systems, various methods may be employed to manipulate the electoral process or its regulations in favor of, or against, certain groups, individuals, or political parties. This study focuses specifically on one such method: strategic redistricting, commonly known as gerrymandering. Gerrymandering refers to the manipulation of electoral district boundaries or the redistribution of parliamentary seats by the ruling political party for its own advantage, including instances where redistricting is intentionally avoided. Although the practice first emerged in the United States, it has gradually been adopted in many representative democracies around the world. In Turkey, the strategic restructuring of electoral geography for political purposes appears to have originated during the Democrat Party era and continued under the Justice Party (Adalet Partisi, AP), the Motherland Party (Anavatan Partisi, ANAP), and, most frequently, under the Justice and Development Party (Adalet ve Kalkınma Partisi, AK Parti). Through strategic redistricting, significant changes in the distribution of parliamentary seats can occur even when voter preferences remain unchanged, thereby undermining both the fairness of representation and democratic legitimacy. It has been observed that in Turkey, the executive branch wields considerable authority in determining electoral districts, and this authority is often exercised on political grounds rather than according to technical, objective, or population-based criteria.
