Kültür Endüstrileri Kentsel Politikalarda Bir Yer Edinebilir mi?: İstanbul Film Endüstrisi Örneği

Abstract

Kentsel
politikalarla desteklenen kültür endüstrilerinin, kentlerde ekonomik, mekansal
ve kültürel alanlarda, doğrudan ve dolaylı pek çok fayda açığa çıkardığına
ilişkin pek çok kanıt bulunmaktadır. Bu yazıda İstanbul’un özgün yapısı
içerisinde oluşan ve kümelenen bir kültür endüstrisi olan film endüstrisine yer
verilerek, organizasyonel ve mekansal yapı çözümlenmeye çalışılmıştır. Sektörün
iç dinamiklerini anlamaya yönelik bu çözümlemede, günümüz kesitinde film
endüstrisinin sorun, potansiyel ve beklentilerine yönelik olarak üretilebilecek
yerel ve merkezi politikalar, 2005-2013 yılları arasında yürütülen araştırmanın
temel bulgularından hareketle sıralanmıştır.

Any Room for Cultural Industries in Urban Policies?: The case of Istanbul Film Industry

Abstract

There is great evidence that cultural industries,
supported by urban policies, reveal great economical, spatial and cultural
impacts in cities. This paper deconstructs film industry by its organizational
and spatial structure, which stems from the unique structure of Istanbul and prone
to cluster. Besides internal policies, the contribution of the central and
local policies that might produce solutions for the major problems, potentials
and projections of the film industry is discussed, regarding the data collected
in a broad research conducted in between 2005-2013.
