Habermascı Kamusal Alan Bağlamında Yeni Toplumsal Hareketler

Abstract

Toplumsal hareketler, 20.
yüzyılın sonlarında dünya çapındaki dönüşümle beraber hem aktör hem de yöntem
olarak değişikliğe uğramıştır. Bu dönüşüm temelde “kamusal alan”daki değişiklik
ile beraber gerçekleşmiştir. Çalışmada, kamusal alan ve toplumsal hareketlerdeki
mevcut dönüşümlerin karşılıklı ilişkisine Habermascı bir kamusal alan modeli
içerisinde bakılmıştır. Habermascı kamusal alan yaklaşımına göre toplum
içerisindeki çatışma, dönüşen kamusal alanla beraber “sistem” ve “yaşam
dünyası” arasındaki birleşim noktalarında gerçekleşmeye başlamıştır. Yaşam
dünyası ve kamusal alandaki bu dönüşüm ise tartışma yöntemini, müzakere
biçimini ve muhakeme öbeklerini değiştirerek var olan toplumsal hareket
öznelerinin yeniden şekillenmesine neden olmuştur. Ve bu yeni özne grupları da
“yeni toplumsal hareketlerin” kurucu aktörleri rolünü üstlenmiştir. Habermascı
bir modelde,  kamuoyu, kamusal alan,
devlet ve özel alan arasındaki ilişkiler ve aynı zamanda sistem ve yaşam
dünyası arasında karşılıklı ilişki ağları dönüşüme uğramıştır; bu ise toplumsal
hareketlerin çekirdeklerini yeniden biçimlendirmiştir. Toplumsal hareketlerin
hem özneleri hem de konuları değişmiştir. Yeni hareketler artık sadece kamusal
alan içerisinde sınırlı kalmayıp; sistem ve yaşam dünyası arasındaki temas
bölgesine tekabül eden noktalara yayılmıştır. Toplumsal hareketlerin vücut
bulduğu sermaye-işçi sınıfı arasındaki savaşım da ekonomik temelden kültür,
kimlik ve yaşam tarzı etrafında oluşan “özgürlükçü” ve “direnç-geri çekilme”
gizil güçleri çekirdeğinde oluşan eylemlere ve sözel birlikteliklere
dönüşmüştür. Var olan bu gizil güçler temelinde oluşan yeni toplumsal eylemler
ise diğer taraftan kamusal alan ve kamuoyunda tekrar bir değişikliğe yol
açmaktadırlar.

New Social Movements in the Context of the Public Sphere in Habermas

Abstract

During the last couple of
decades of the 20th century, social movements are under a great transformation
in terms of their actors and action patterns in parallel with the globalizing
world. This change has reflected the historically corresponding transformation
of the public sphere. In this essay, the relation between the recent
transformation of public sphere and social movements within the Habermasian
public sphere model is investigated. According to Habermasian public sphere
approach, the conflicts in society has appeared at the points of the seam
between “system” and “life-world” through the transforming public sphere. The
transformation of life-world and public sphere caused to re-shaped of social
movement agencies as changing the discussion methods, negotiation styles, and
reasoning groups. Hence, this new agent groups take role of the founders of
“new social movements”. In Habermasian approach, the relation between public
opinion-public sphere- state- private sphere and the relation networks between system-
life world has been transformed. This transformation has re-shaped the nucleus
of social movements. Not only agents but also the subjects of social movements
has changed. New social movements are no longer restricted within the public
sphere, but they overspread to the points of the seam between “system” and “life-world”.
The conflict between the capital-labor class leading social movements has
changed from economic reasons to actions and discursive groups appearing around
the identity and life-style within the  
“emancipatory” or the “resistance- withdrawal” potentials. The new
social movements holding these potentials also cause a new transformation in
public sphere and public opinion.
