A New View on the Role of Municipalities in Crime Prevention in Resilient Cities

Abstract

According
to the United Nations, one in five people in cities has been a victim of crime
and urban crime is seen as one of the three major threats in terms of urban
security. However, the 11th objective of the UN 2030 Agenda for Sustainable
Development is to make cities and human settlements inclusive, safe, resilient
and sustainable. Although it is the main responsibility of central governments
to prevent and combat crime, it is thought that municipalities have a key responsibility
in prevention of crime when local solutions to local problems are considered.
In this context, the key roles that municipalities have to play in crime
prevention and making their cities more secure through good governance for the
next generations are explained. This article is important for the purpose of
providing policy and action strategies and recommendations that can help
municipalities in crime prevention and increase security in cities. It is
believed that this article will assist in identifying and implementing
appropriate policy implementations at the local level in the context of crime
prevention and fighting crime more effectively.

Dirençli Kentlerde Belediyelerin Suç Önlemedeki Rolüne Yeni Bir Bakış

Abstract

Birleşmiş Milletlere göre, kentlerde beş kişiden biri suç mağduru olmakta ve kentsel suç, kent güvenliği açısından üç büyük tehditten biri olarak görülmektedir. Bununla birlikte, BM Sürdürülebilir Kalkınma için 2030 Gündeminin 11. hedefi, kentleri ve insan yerleşim yerlerini kapsayıcı, güvenli, dirençli ve sürdürülebilir hale getirmektir. Her ne kadar suçları önlemek ve suçla mücadele etmek merkezi yönetimlerin ana sorumluluğunda olsa da, yerel sorunlara yerel çözümler noktasında belediyelerin, suçları önlemede anahtar sorumluluğu olduğu düşünülmektedir. Bu bağlamda, suç önleme ve kentlerin gelecek nesiller için daha güvenli hale getirilmesinde, güvenlik yönetişimi çerçevesinde belediyelerin oynaması gereken kilit roller açıklanmıştır. Bu amaçla öncelikle dirençli kent ve kentsel güvenlik, suç önleme, yönetişim ve güvenlik yönetişimi kavramları yerel yönetimler bağlamında tartışılmıştır. Daha sonra güvenlik yönetişimi çerçevesinde belediyelerin suç önleme konusundaki rolüne değinilmiştir. Son olarak, kentlerde daha etkili suç önleme ve suçla mücadele bağlamında belediyelere uygulanabilir önerilerde bulunulmuştur. Bu makale, belediyelere suç önlemede yardımcı olabilecek politika, eylem stratejileri ve önerileri sunmayı amaçlaması bakımından önemlidir. Makalenin, suçu önleme ve suçla daha etkin mücadele bağlamında yerel düzeyde uygun politika uygulamalarının tanımlanmasına ve işe koşulmasına yardımcı olacağına inanılmaktadır.
