A threshold on edge: Beytepe village under the pressure of urban sprawl

Abstract

Rural settlements are not merely units of agricultural production; yet they are multi-layered environments that encapsulate historical, cultural, ecological, and morphological identity. However, rapid and uncontrolled urban sprawl pressing toward the edges of cities, especially metropolises, threatens the socio-spatial characteristics of rural landscapes. These settlements, diverging from their inherent socio-spatial dynamics, are being resproduced by urban expansion processes. This is a global phenomenon bringing about new values, crises, and challenges for urban planning. Beytepe Village, located on the southwestern peripheries of Ankara, is a settlement directly impacted by this rapid and unregulated urban sprawl. Due to ongoing urban transformation and land speculation, the village has long been at risk of vanishing. In this framework, this study aims to investigate the transformation process around the Beytepe Village diachronically and the extent to which urban sprawl pressure affects the unique character of the village from socio-political and spatial perspectives. By doing so, the study seeks to reveal the relationship between urban and rural environments by analyzing the impact of spatial transformations on the typomorphological characteristics, land-use dynamics, and rural practices in and around the village by adopting a mixed and inter-scalar method. The study emphasizes how the potential of this peripheral context can be integrated into planning strategies through the promotion of alternative theories and operations to stimulate and protect diversified lifestyles, and discusses the urgent need for simultaneously developed urban policies. Eventually, the article advocates for proposals that approach local development through multifunctional and multi-scalar perspectives.

Abstract

Kırsal yerleşimler yalnızca tarımsal üretim birimleri değildir; aynı zamanda tarihsel, kültürel, ekolojik ve morfolojik süreklilik barındıran çok katmanlı çevrelerdir. Ancak, özellikle metropol kentlerin çeperlerine doğru genişleyen hızlı ve denetimsiz kentsel yayılma ve sıçrama baskıları, bu kırsal peyzajların sosyo-mekânsal özelliklerini tehdit etmektedir. Kırsal yerleşimler, özgün dinamiklerinden saparak, kentleşme süreçleriyle yeniden üretilmektedir. Bu durum, dünya genelinde gözlemlenen ve kent planlaması açısından yeni değerler, krizler ve meydan okumalar yaratan küresel bir olgudur. Ankara’nın güneybatı çeperinde yer alan Beytepe Köyü, bu hızlı ve kontrolsüz kentsel yayılmadan doğrudan etkilenen bir yerleşimdir. Süregelen kentsel dönüşüm ve arsa spekülasyonları nedeniyle, köy uzun süredir yok olma tehlikesiyle karşı karşıyadır. Bu bağlamda, çalışma, Beytepe Köyü ve çevresinde meydana gelen dönüşüm sürecini artzamanlı olarak incelemeyi; kentsel yayılma baskısının köyün özgün karakteri üzerindeki etkisini sosyo-politik ve mekânsal boyutlarıyla ortaya koymayı amaçlamaktadır. Bu doğrultuda, çalışma, kırsal ve kentsel alanlar arasındaki dönüşen ilişkiyi analiz etmek için tipo-morfolojik özellikler, arazi kullanım dinamikleri ve kırsal pratikler üzerindeki mekânsal dönüşümün etkilerini çok ölçekli ve karma bir yöntemle incelemektedir. Çalışma ayrıca, bu periferik bağlamın taşıdığı potansiyelin, çeşitlenen yaşam biçimlerini koruyup destekleyecek alternatif kuramsal yaklaşımlar ve uygulamalar aracılığıyla planlama stratejilerine nasıl entegre edilebileceğini vurgulamakta; eş zamanlı geliştirilecek kentsel politikalara duyulan acil ihtiyacı tartışmaktadır. Son olarak, makale, yerel kalkınmayı çok işlevli ve çok ölçekli bakış açılarıyla ele alan politika önerilerini savunmaktadır.
