TÜRK DEVLETLERİ TEŞKİLATI’NDA GÜVENLİK İŞBİRLİĞİ VİZYONU: SINIRLAMALAR, RİSKLER VE KOLEKTİF GÜVENLİK İMKANI

Abstract

Türk Devletleri Teşkilatı (TDT), Türkçe konuşan ülkeler arasında işbirliğini geliştirmek amacıyla ilk etapta kültürel bir konsey şeklinde ortaya çıkmıştır. Soğuk Savaş sonrasında bölgesel işbirliğinin küresel ilişkileri tamamlayıcı bir unsur olarak etkisinin artmasıyla ivmelenmiştir. Türk devletleri arasındaki işbirliğinin kapsamı ve içeriği zamanla genişlemiştir. Sovyet sonrası coğrafyada Bağımsız Devletler Topluluğu ve Şanghay İşbirliği Örgütüne paralel olarak Türk dünyasının kurumsallaşmış bir platformu haline gelmiştir. Günümüzde uluslararası ve bölgesel risk ve tehditleri de gündemine alarak işbirliğini kültür ve ekonominin yanı sıra siyasi alanı da kapsayacak şekilde genişletmeye başlamıştır. TDT, güvenlik işbirliğinin önemini Zirve Bildirileri’nin yanı sıra Türk Dünyası 2040 Vizyonu ve TDT 2022-2026 Stratejisi gibi örgütün temel belgelerinde vurgulanmıştı. Kolektif güvenlik, bu güvenlik işbirliği vizyonunun önemli bir veçhesini oluşturmaktadır. Kolektif güvenlik, uluslararası ilişkilerde bir bölge veya uluslararası sistem içindeki devletlerin barış ve güvenliğe yönelik tehditlere yanıt olarak toplu hareket edilmesini içermektedir. Çalışma TDT'nin bölgesel tehditlerle mücadelede ve kolektif güvenliği sağlamak için güvenlik işbirliği alanında ne gibi yaklaşımları benimsediğini incelemektedir.

SECURITY COOPERATION VISION IN THE OTS: LIMITATIONS, RISKS AND COLLECTIVE SECURITY OPPORTUNITIES

Abstract

The Organization of Turkic States (OTS) initially emerged as a cultural council with the aim of developing cooperation among Turkish-speaking countries. It gained momentum in the post-Cold War era with the increasing effect of regional cooperation as a complementary factor to the global politics. Over time, Turkic nations developed the content and scope of their ooperation. In the post-Soviet sphere, OTS has become an institutionalized platform of the Turkic World in respect to the Commonwealth of Independent States (CIS) and the Shanghai Cooperation Organization SCO). Today, by considering current global and risks and threats, the OTS has incorporated political cooperation into its agenda besides cultural and economic issues. The OTS emphasized the importance of security cooperation in the Summit Declarations as well as in the basic documents of the organization such as the Turkish World Vision 2040 and OTS Strategy 2022-2026. Collective security constitutes an important aspect of this security cooperation vision. Collective security involves collective action in international relations by states within a region or the international system in response to threats to peace and security. The study examines the approaches adopted by the OTS in the field of security cooperation in combating regional threats and ensuring collective security.
