ASSESSING TCIP PERFORMANCE FOLLOWING THE KAHRAMANMARAŞ EARTHQUAKES: AN INTEGRATED MCDM APPROACH

Abstract

The earthquakes centered in Kahramanmaraş in 2023 resulted in numerous loss of life and severe economic damage. These disasters have profoundly disrupted social life and economic stability, once again underscoring the importance of the insurance mechanism. Specifically, the Turkish Catastrophe Insurance Pool (TCIP) came to the forefront due to its critical role in the financial recovery process. Accordingly, this study examines the performance of the TCIP during the 2018-2024 period within the context of the Kahramanmaraş earthquakes, as well as the key factors shaping this performance. Following the determination of the weights of the assessment criteria used in the study, the optimal weights were calculated by employing the Bayesian approach. The results of the analysis revealed that the assessment criteria—namely Incurred Claims, Technical Profit, and Policy Growth Rate—play a more decisive role in the performance of the TCIP. It was determined that, due to the impact of the earthquakes, the system’s performance experienced a significant decline, and the corresponding year ranked last. These findings indicate the need to enhance the system’s resilience against large-scale disasters. In this context, it is considered that the implementation of alternative risk transfer instruments, such as catastrophe bonds, along with the strengthening of policy and inspection mechanisms aimed at increasing insurance penetration, would contribute positively to the performance of the TCIP.
