BÖLGESEL SANAYİ ÜRETİMİ VE KARAYOLLARI ALTYAPI HARCAMALARI

Abstract

Ulaşım altyapı yatırımları, maliyetleri azaltmak, piyasaya erişilebilirliği ve ticareti kolaylaştırmak yolu ile sektörel ve bölgesel büyümeye katkıda bulunmaktadır (Aschauer, 1989; Gramlich, 1994; Bougheas, et. al, 2000). Lakshmanan (2007), ulaşımdaki gelişmelerin, erişilebilirlik, uzmanlaşma ve piyasa genişlemesinde artışa yol açtığını ve böylece en az yenilik kadar, ölçeğe artan getiri ve uzamsal (spatial) yığılma etkilerine ve dolayısıyla toplam faktör verimliliğindeki artışa ve milli gelirde büyümeye neden olduğunu göstermiştir. Bu çalışmanın amacı, karayolları altyapısına ait gelişmelerin, Türkiye’nin bölgesel sanayi üretimine etkisini incelemektir. Veriler, imalat sanayi üretimi (kuruluş sayısı, çalışan sayısı, güç kapasitesi, kişi başına düşen imalat sanayi katma değeri), sermaye (kişi başına düşen elektrik kullanımı), işgücü (istihdam oranı) ile altyapı (kişi başına düşen kamu yatırımı, kırsal alanlarda asfalt yol oranı, toplam yollar içinde asfalt yol oranı) verilerinden oluşmaktadır. 2000 yılı için Türkiye’deki 26 Düzey2 bölgesi için sonuçlar, imalat sanayi katma değeri ile firma sayısı, çalışan sayısı ve güç kapasitesi arasında pozitif ve istatistiksel olarak anlamlı bir ilişki olduğunu göstermektedir. Ayrıca, kamu altyapı yatırımlarında, kırsal alanda asfalt yol oranında ve toplam yollar içinde asfalt yol oranındaki artışlarda imalat sanayi katma değerini artırmaktadır

REGIONAL INDUSTRY PRODUCTION AND HIGHWAY INFRASTRUCTURE EXPENDITURES

Abstract

By reducing costs, providing market accessibility and facilitating trade, transportation infrastructure investments contribute to sectoral and regional growth (Aschauer, 1989; Gramlich, 1994; Bougheas, et.al, 2000). Lakshmanan (2007) has shown that that improvements in transportation and accessibility leads to an increase in specialization and expansion of the market and hence affects the total factor productivity and growth of GDP at least as much as innovation through increasing returns to scale and spatial scale effects of agglomeration. The purpose of this study is to examine the impact of the developments of the infrastructure of highways to Turkey’s regional industrial production. The data is composed of industrial production values (the number of institutions, number of employees, power capacity, per capita value added in manufacturing industry), capital (per capita electricity use), workforce (employment rate) and infrastructure (per capita public investment in rural areas, asphalt roads in ruıral areas, asphalt road ratio in total roads). The results for the year 2000 in Turkey for 26 Level 2 regions demonstrate that there is positive and statistically significant relationship between the number of employees and power capacity. In addition, the increase in investments in public infrastructure, asphalt road in rural areas and the ratio of asphalt roads in total roads increase the value added of the manufacturing industry
