Flood Vulnerability Modeling and Risk Management Framework in Rivers State, Nigeria

Abstract

The drainage basins, catchments and low-lying coastal areas of Rivers State had experienced continuous flooding over the years. This is as a result of human occupation, infrastructural development and encroachment on flood prone and flood plains areas resulting to the stagnation of storm water due to the impervious nature of the impacted flood prone areas. This phenomenon resulted to flood hazard and its associated risks. This study therefore model flood risk vulnerability and present a risk assessment framework for the mitigation flood impact in Rivers State. The study adopted the flood hazard vulnerability mapping employing the use of Geographic Information System (GIS) and the hydrological/hydraulic modeling techniques to model the pattern of flood hazard in the area. The study also adopted the qualitative research design employing the use of Content Analysis Techniques and desktop review of information generate qualitative data for the development of flood risk management framework. Findings of the study revealed that the element at risk to flood disaster include human settlements and population, educational, housing, health infrastructure and agricultural lands and predominantly affect buildup areas and low-lying coastal areas leading to significant damage and distribution of property and live with varying levels and pattern of vulnerabilities. It further revealed that the Social Management Plan and Framework for flood risk management for the mitigation of flood impact in Rivers State is a tailored framework that integrates holistic plans that contain measures that describe how the flood management and mitigation, the parameters to monitor and how the action to mitigate the risk should be integrated and taken. The study thus, recommends for a ten year routine and regular catchment and digital elevation modeling of flood prone areas as to map and analyse areas liable to flooding as well as the re-activation of the drainage master plan of Rivers State as a way of tackling flood issues and the implementation of the proposed framework for proper flood mitigation in the state.
