The purposes of this study are to examine the
efficiency levels of public and private hospitals, to analyze the changes in
hospital activities over time, and to identify the factors those may influence
on hospital efficiency by determining the cause of these changes in Ankara. In
this study, data set of 40 hospitals in Ankara, which contains 27 public
hospitals and 13 private hospitals, were utilized. Data Envelopment Analysis
was employed to measure the efficiency levels. Malmquist
Total Factor Productivity Index was used to evaluate the change of the
efficiency over time. Furthermore, Tobit Model was applied to explore the
factors affecting the efficiency. Result of the study, it has seen that 58% of
the hospitals were operated in pure technical efficiency, 25% of the hospitals
were operated in gross efficiency in 2015. During to time horizon, the
efficiency was reduced in two different time periods but it was increased
another three different time periods. In addition, average length of stay and
ratio of inpatients were effected efficiency scores negatively; however,
bed-occupancy, bed-physician and bed-nurse ratios were effected positively.
