ÇİN REFORM TECRÜBESİNİN KALKINMA KAVRAMI ÇERÇEVESİNDE YENİDEN DEĞERLENDİRİLMESİ

Abstract

Kalkınma kavramı üzerine tartışmalar 1950’lerde sistemli bir akademik ilgiye dönüştüğünden beri kavramın anlaşılması konusunda önemli gelişmeler kaydedilmiştir. Birbirine benzer evreler sonucunda ve aynı yöntemlerle her ülkenin kalkınacağı yaklaşımının doğru olmadığı ortaya çıktıktan sonra, kalkınmanın zamana ve söz konusu ülkenin koşullarına bağlı olarak gerçekleştiği ve beraberinde toplumsal ve kültürel gelişmeyle birlikte toplumsal adaleti de getirmesi gerektiği anlayışı ortaya çıkmıştır. 1970’lerin sonlarında başlayan reform döneminde bütün dünyanın ilgisini çeken bir ekonomik başarı kaydeden Çin’in, aynı dönemde eşitsizlikleri ortadan kaldırmak, dolayısıyla toplumsal adaleti sağlamak konusundaki performansı çok da iyi olmamıştır. Bu nedenle, Çin’in reform tecrübesinin kalkınma tartışmaları çerçevesinde ele alınması önem kazanmaktadır.
