Climate Change in Environmental Security Approaches

Abstract

This study investigates how climate change is positioned as a threat within different environmental security approaches and what kinds of policy solutions these approaches adopt in response to the climate crisis. In the post-Cold War era, the expanding notion of security has come to include non-traditional threats such as environmental issues. In this context, climate change has become a central concern in environmental security studies due to its wide-ranging and destructive impacts.
The study comparatively analyzes threat perceptions and policy responses to climate change within the frameworks of traditional security, common security, human security, and ecological security approaches. The findings reveal that while each approach frames climate change through distinct conceptual lenses, they converge on the necessity of multilateral cooperation and innovative policies in response to escalating climate-related risks. The article offers a comprehensive assessment of how climate change is reshaping the security discourse in the 21st century and explores the implications of this transformation for international governance and policy-making processes.

Çevresel Güvenlik Yaklaşımlarında İklim Değişikliği

Abstract

Bu çalışma, iklim değişikliğinin farklı çevresel güvenlik yaklaşımlarında nasıl bir tehdit unsuru olarak konumlandığını ve bu yaklaşımların iklim krizine karşı ne tür çözüm politikaları benimsediğini araştırmaktadır. Soğuk Savaş sonrası dönemde genişleyen güvenlik anlayışı, çevresel sorunları geleneksel olmayan tehditler arasında değerlendirmeye başlamıştır. Bu bağlamda, iklim değişikliği hem kapsamı hem de yıkıcı etkileri nedeniyle çevresel güvenlik çalışmalarının merkezinde yer almaktadır.
Çalışmada, geleneksel güvenlik, ortak güvenlik, insani güvenlik ve ekolojik güvenlik gibi yaklaşımlar çerçevesinde iklim değişikliğine yönelik tehdit algıları ve çözüm politikaları karşılaştırmalı olarak ele alınmıştır. Bulgular, her yaklaşımın iklim değişikliğini farklı kavramsal çerçevelerle ele almasına rağmen, küresel ölçekte artan iklim temelli risklere karşı çok taraflı iş birliği ve yenilikçi politika gereksinimi konusunda ortaklaştığını göstermektedir. Makale, iklim değişikliğinin 21. yüzyılda güvenlik anlayışını nasıl dönüştürdüğünü ortaya koyarken, bu dönüşümün uluslararası yönetişim ve politika yapım süreçlerine etkilerine dair bütüncül bir değerlendirme sunmaktadır.
