Dijital Okuryazarlık ve Mahremiyet Çerçevesinde İnternet Tabanlı Hizmetlerin Kullanımı: Kayseri Kırsalında Bir Araştırma

Abstract

İnternet ve internet tabanlı hizmetlerin kullanımı sadece altyapı olanaklarının daha fazla olduğu kent merkezlerinde değil, kırsal bölgelerde de hızla yaygınlaşmaktadır. Mobil internet altyapı hizmetlerinin de etkisiyle günümüzde Türkiye’deki hanelerin yaklaşık yüzde 94’ü ve bireylerin yüzde 85’i internet kullanmaktadır. İnternetin ve ilişkili diğer hizmetlerin yeni kullanıcıları, önceki ve tecrübeli kullanıcılara göre daha dezavantajlı konumdadırlar. Potansiyel tecrübe eksiklikleri kullanıcıları dolandırılma, yanlış bilgi edinme ve mahremiyet ihlali gibi risklere açık hale getirir. Bu riskin kent merkezlerinden kırsal bölgelere doğru arttığı söylenebilir. Bu bağlamda çalışmada, kırsal bölgelerde yaşayan enformasyon ve iletişim teknolojisi kullanıcılarının dijital okuryazarlık düzeyleri ve çevrim içi mahremiyete ilişkin tutumlarının araştırılması amaçlanmıştır. 2021 yılında, Kayseri’nin ilgili mevzuat değişiklikleri öncesinde köy veya belde statüsünde olan mahallelerinde yaşayan 374 katılımcı ile yüz yüze anket yöntemi ile gerçekleştirilen saha araştırması sonucunda, katılımcıların dijital okuryazarlık düzeylerinin düşük olduğu ve bu düzeyin yaşa, eğitim seviyesine ve kullanım sıklıklarına göre farklılaştığı sonucuna ulaşılmıştır. Ayrıca, katılımcıların mahremiyet konusunda hassas ve dikkatli oldukları ve kendi mahremiyetlerine ilişkin kaygılarının yüksek olduğu görülmüştür.

Usage of Internet-Based Services in the Context of Digital Literacy and Privacy: A Research in Rural Kayseri

Abstract

The use of the internet and internet-based services is rapidly spreading not only in urban centers where infrastructure facilities are more abundant, but also in rural areas. With the influence of the infrastructure services offered by the mobile internet, approximately 94% of households and 85% of individuals in Türkiye use the internet today. New users of the Internet and other related services are more disadvantaged than previous and experienced users. The potential lack of experience exposes users to risks of fraud, misinformation, and privacy breaches. It can be said that this risk increases from urban centers to rural areas. Within this framework, the current study investigated the digital literacy levels and online privacy behaviors of information and communication technology users living in rural areas. As a result of the field research conducted by face-to-face survey method in 2021 with 374 participants living in the neighborhoods of Kayseri, which had the status of village or town before the legislative changes, it was concluded that the digital literacy levels of the participants were low and this level varied according to age, education level and frequency of use. In addition, it was observed that the participants were sensitive and careful about privacy and had high concerns about their own privacy.
