İş Özellikleri ve Örgüt Kültürünün İş Erteleme Davranışı Üzerindeki Etkisinde Dış Kontrol Odaklılığın Düzenleyici Rolü

Abstract
Bu çalışmada amaç, iş özellikleri ve örgüt kültürü değişkenlerinin iş erteleme üzerindeki etkisini incelemek ve bu etkide dış kontrol odaklılığın düzenleyicilik rolünün olup olmadığının belirlenmesidir. İş erteleme hem günlük yaşamda hem de profesyonel ve akademik alanlarda yaygın bir sorun olarak kabul edilmekte ve örgütsel verimliliği olumsuz yönde etkilemektedir. Literatürde, erteleme davranışının çoğunlukla bireysel faktörlerle, özellikle öz-düzenleme ve zaman yönetimi becerilerindeki eksikliklerle ilişkilendirildiği; ancak durumsal görevle ilgili ve kişisel özelliklerin etkileşiminin yeterince ele alınmadığı görülmektedir. Bu bağlamda mevcut çalışma, erteleme davranışını daha kapsamlı bir şekilde anlamayı ve öngörmeyi amaçlayarak bu faktörlerin etkileşimini değerlendirmektedir. Araştırmanın örneklemini, Türkiye’nin yedi farklı bölgesinde bulunan büyük şehirlerde yaşayan 714 kamu görevlisi oluşturmaktadır. Yapılan analizler, iş özellikleri ile klan ve adhokrasi kültürü algılarının iş erteleme davranışı üzerinde istatistiksel olarak anlamlı ve negatif etkilere sahip olduğunu ortaya koymaktadır. Buna karşın hiyerarşi ve piyasa kültürü algılarının iş erteleme davranışı üzerinde pozitif ve anlamlı etkileri olduğu belirlenmiştir. Ayrıca, iş özellikleri ve örgüt kültürünün iş erteleme davranışı üzerindeki etkilerinde dış kontrol odaklılığın düzenleyici bir role sahip olduğu tespit edilmiştir.

Abstract
The objective of this study is to examine the impact of job characteristics and organizational culture variables on procrastination in the workplace and to determine whether external locus of control plays a moderating role in this effect. Procrastination is widely recognized as a significant issue in both daily life and professional/academic spheres, adversely affecting organizational efficiency. The literature often links procrastination behavior primarily to individual factors, particularly deficiencies in self-regulation and time management skills, while the interaction between situational/task-related factors and personal characteristics is not adequately considered. Thus, this study aims to provide a more comprehensive understanding and prediction of procrastination behavior by evaluating the interplay of these factors. The sample consists of 714 public officials residing in major cities across seven different regions of Turkey. The findings reveal that perceptions of clan and adhocracy cultures have significant negative effects on procrastination behavior, whereas perceptions of hierarchy and market cultures exhibit positive and significant effects. Moreover, it was found that external locus of control has a moderating role in the impact of job characteristics and organizational culture on procrastination behavior.
